OBJECTIVES OF THE PROGRAMME :
The WHO Global Service Centre (GSC) provides administrative services to all staff and all WHO offices worldwide in respect of human resources, payroll, procurement, accounts payable and support of specific corporate IT applications. The aim of this Centre is to serve as the global platform for the swift and reliable delivery of a comprehensive array of products and services covering all these fields.

The Global Human Resources (GHR) team within the GSC focuses on the execution of HR services on a global scale with the aim to provide reliable, efficient and consistent services as a one-stop-shop for all staff in WHO and partner agencies.
Description of duties:
The HR Service Center will deal with contractual administration of all staff; advise on contractual entitlements; assist with installation formalities and official documentation.

Under the supervision of a senior HR Officer, the incumbent will lead and manage a team of staff in one of the HR sub-units dealing with Contract Administration for Staff, Consultants, or SSA holders, and will provide developmental feedback on their performance. He/she will also provide
advice to staff of other units in the Global Service Center, and individual managers or staff, when applicable on technical aspects of contractual arrangements in the group of staff covered.

The incumbent will carry out the following duties:

- Plan and organize the work of the sub-team assigned by identifying priorities, allocating tasks, evaluating performance of staff and ensuring their strict adherence to procedures in the area of contract administration for staff, both temporary
and longer term for SSAs or for Consultant contracts;
- Monitor the adherence to service level agreements and draw attention to deviances and/or take corrective action as and when applicable;
- As a subject matter expert, guide and train locally recruited support staff on the correct application of rules in the processing of routine transactions, encouraging them to bring to his/her attention any particular constellations and/or proposals for improvement of transactions as seen from an implementation perspective;
- Provide guidance to managers and staff on correct
application of HR rules, regulations and procedures;
- Provide a variety of technically specialized services including verification of entitlements, reviewing execution orders, and discussing with supervisors non-routine cases that warrant a detailled examination.
REQUIRED QUALIFICATIONS
Education:
Essential:
- University degree with specialization in Human Resources, Business Administration or related fields.
Skills:
Essential:
- Excellent knowledge of HR management concepts and applications in a larger Organizational context;
- Good planning and applied management skills;
- Analytical and general organizational skills;
- Good inter-personal and communication skills;
- Ability to work with computarized HR software programmes and MS Office.

Experience:
Essential:
- At least 5 years of proven experience in the area of HR administration;
- Knowledge in the use and application of Oracle or another ERP system such as SAP or People Soft.

Desirable:
- First-hand experience in the the application of rules and regulations in a large scale organizational entity.
Languages:
Essential:
- Excellent knowledge of English both written and spoken.

Desirable:
- Knowledge of French or another WHO official language would be an advantage.

Annual salary: (Net of tax)
MYR127,745/ exempt of income tax at single rate
