OBJECTIVES OF THE PROGRAMME :
To assist Member States in improving the health and nutrition across neonatal, childhood, adolescent, and all components of reproductive health, by ensuring universal access to quality, evidence-based promotive, preventive and life-saving interventions at all levels of the health care delivery system through health system strengthening based on primary health care.
Description of duties:
Pertaining to quality and safety of health care for pregnant, intrapartum and postnatal women, women receiving family planning services, newborns and children, in collaboration with priority countries and external consultants:
a. Review existing evaluation tools and frameworks and develop a prototype/package that meets the needs of the countries in the Region
b. Implement the tools evaluation frameworks
c. Support the use of the results for policy and implementation actions
d. Support capacity building for developing and implementing quality improvement mechanisms for pregnant, intrapartum and postnatal women, women receiving family planning services, newborns and children

Expected specific outputs/outcomes:
a. To support country-level coordination, management and technical support to improve quality and safety of health care for pregnant, intrapartum and postnatal women, women receiving family planning services, newborns and children.
 Review existing evaluation tools and frameworks and develop ones that meet the needs of the countries in the Region
 Ensure a quality improvement cycle approach is utilized in programme and services
b. To build country-level capacity for developing and implementing quality improvement mechanisms for pregnant, intrapartum and postnatal women, women receiving family planning services, newborns and children.
REQUIRED QUALIFICATIONS
Education:
University degree in medicine, nursery or midwifery with master's degree in public health, hospital administration, epidemiology or equivalent is essential. Specialty training in obstetric, neonatal or pediatric care is desirable.
Skills:
Specific expertise and knowledge required:
a. Maternal, newborn and/or child health
b. Knowledge on improving quality and safety of health care for pregnant, intrapartum and postnatal women, women receiving family planning services, newborns and/or children

 Ability to contribute to the development of norms and standards, as well as training materials;
 Capacity to plan and conduct operational activities with political and technical elements;
 Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct;
 Ability to demonstrate gender equity and cultural appropriateness in the delivery of services to member States.

Other skills:
Report writing. Excel data analysis software (e.g. Stata).
Proficient in standard MS Office software applications. Presentation skills.

Experience:
Minimum seven (7) years' experience in maternal, newborn or child health of family planning of which at least three (3) years dealt with quality improvement of these programmes, including experience at international level is essential. Specific experience in managing health facility infection control, reducing harmful practices including irrational drug usage is desirable.
Languages:
Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.

Annual salary: (Net of tax)
USD67 483 at single rate
USD72 467 with primary dependants
Post Adjustment: 59.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
