UT/UTD UNITAID International drug purchase facility
UNITAID's mission is to contribute to scaling up access to treatment for HIV/AIDS, malaria and tuberculosis, primarily for people in low-income countries, by leveraging price reductions for quality diagnostics and medicines and accelerating the pace at which these are made available.
Description of duties:
The HR Manager is expected:
- to serve as a key advisor and a facilitator to the UNITAID senior management, managers and staff on all matters related to "people management" at strategic or operational level;
- to develop, maintain and oversee processes and tools for attracting, developing and retaining highly performing staff at UNITAID in the context of the WHO HR framework;
- to ensure that all applicable WHO rules and regulations are complied with by UNITAID;
- to oversee the planning and implementation of the Staff budget and the Staff development budgets;
- to ensure that the HR team is motivated, skilled and delivers quality, efficient and timely services.

Duties/functions may include, but are not limited to, the following:
1. lead and supervise the HR function within the Secretariat; lead workplanning for the unit, support and supervise the HR team, continuously improve the performance of the HR function, represent the HR function, provide reports, analysis and advice to decision makers as needed;
2. support organizational design and ensure and facilitate proper workforce planning and recruitment; lead long term and short staff planning efforts, coordinate recruitment and orientation, oversee the HR budget of the Secretariat, provide reports, analysis and advice as needed;
3. ensure that performance management and staff development approaches and practices are effective at all levels of the organization;
4. ensure that HR Operations take place in a timely, efficient and service-oriented manner;
5. initiate, develop and sustain actions to make UNITAID a motivating and pleasant workplace;
6. any other tasks in relation with key areas of responsibility and skills as agreed by the supervisor.

Advanced university degree in public or business administration, human resource management, psychology or relevant field.
Professional certification in HR management.
Extensive knowledge of human resources management theories and practices, including in organizational development, job design and links to recruitment and performance management. Good presentation skills.

At least 7 years of experience in various areas of human resource management including recruitment, job measurement (classification), performance management, including at least 5 years experience in a multi-cultural, international environment. Supervisory experience required.
Knowledge of UN Common System in the area of Human Resources would be an advantage.
Expert knowledge of English is required. Intermediate knowledge of French would be an advantage.

As a WHO staff member assigned solely and exclusively to support UNITAID, selected staff will have no right of reassignment or transfer outside UNITAID either during or at the end of his/her appointment, including pursuant to WHO Staff Rule 1050. (This does not apply to WHO fixed-term staff members reassigned from a non-Partnership position).
Annual salary: (Net of tax)
USD 67'395 at single rate
USD 72'373 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
