OBJECTIFS DU PROGRAMME
To contribute to the reduction of communicable and non communicable disease morbidity and mortality in the African Region through provision of quality managerial and technical support to Member States:

 To strengthen capacity in communicable and non communicable disease surveillance including data management;
 To implement and Monitor the International Health Regulations (IHR 2005);
 To strengthen capacity in public health laboratory diagnosis and networking;
 To train stakeholders and contribute in operational research in the area of Communicable and non communicable Disease surveillance;
 To support the creation of Centres of Excellence for disease surveillance by Member States in the Region;
 To foster collaboration between AFRO clusters/programmes and other partners institutions in the scaling up IDSR and IHR (2005).

Description des fonctions
 Coordinate and direct the Planning, programming, monitoring and evaluation of interventions on integrated disease surveillance, International Health Regulations (IHR), laboratory diagnosis and networking including training and operational research;
 Managing strategic planning, providing strategic direction and coordinating IDS activities across the IDS partnership including other DPC and ATM programmes, within WHO regional, intercountry and country Offices, international Agencies, Non-Governmental organizations;
 Provide technical and managerial leadership in the Preparation and revision of relevant regional guidelines and tools including those related to emerging public health threats;
 Foster strong collaboration with partner institutions and Centers of Excellence (CoE) towards improving disease surveillance in the African region;
 In collaboration with various partners, contribute to the global health security in line with the 'one world, one health' agenda by ensuring strong interface between animal and human health surveillance;
 Developing and sustaining a regional database on priority diseases and generating basic information for monitoring and evaluation of regional health interventions;
 Facilitating information sharing on priority diseases among Member States through the publication of a regular epidemiological information bulletin and reports;
 Assume first line responsibility, and therefore accountable, for the timeliness and reliability of outbreak investigation and response;
 Undertaking other duties as requested by Director DPC, including representing the cluster at international meetings and fora in lieu of the Director, as and when required.


QUALIFICATIONS REQUISES
Formation :
Essential: Medical degree from recognised University and post graduate degree in Epidemiology or Public Health.

Desirable: A doctoral degree in epidemiology or public health or other relevant Medical field would be an asset

Compétences :
Excellent knowledge of epidemiology, disease prevention and control;
 Leadership skills and ability for team and collaborative work;
 Demonstrated knowledge of WHO Procedures and practices is also required , including close familiarity with the work of the regional office, the Executive board, and World Health Assembly;
 Ability to exercise leadership and to work effectively with colleagues at national, inter country and international level.
 Thorough Knowledge of budgetary practices and procedures;
 Proven ability to plan, execute, supervise and manage a large international health programme;
 Strong communication and presentation skills with ability to develop innovative concepts in a clear and concise manner;
 Strong interpersonal and negotiating skills with ability to promote consensus and develop effective work practices and ethics; and with Diplomacy, tact and courtesy;
 Good interpersonal skills and proven ability to coordinate and supervise a multi-skilled team;
 Ability to establish and maintain harmonious and effective working relations in an international environment with colleagues within and outside WHO of different national and cultural backgrounds;
 Ability to work under pressure and with minimum supervision.

Good Knowledge of common IT Software packages such us Microsoft word, Excel, PowerPoint, EPI Info.


Expérience :
Essential: At least 10 years international experience at country and /or regional level in the management of public health programmes and or teaching of epidemiology or public health.

Desirable: Experience in public health and epidemiology teaching; developing, implementing and evaluating surveillance system will be an asset, as well as familiarity with resource mobilization methods. Field experience in health programmes in developing countries will be an advantage; and also experience of working with or in the UN system or WHO.

Langues :
Excellent knowledge of English or French with a good working knowledge of the other language. Demonstrated ability to write technical and scientific reports and to deliver oral presentations. Knowledge of Portuguese will be an asset.

USD 95394 fonctionnaire sans personnes à charge
USD 103204 fonctionnaire avec personnes à charge au premier degré
Ajustement de Poste: 65.3 % des montants mentionnés ci-dessus. Ce pourcentage n'a qu'une valeur indicative et peut varier, chaque mois, à la hausse ou à la baisse.
