The Department of Health Systems Policies and Workforce supports Member States in strengthening their national health policies, plans and institutions in order to improve the delivery of quality health services. It co-hosts the Secretariat of the International Health Partnership (IHP+), together with the World Bank. IHP+ works with national governments of lower income countries, with multi-lateral and bilateral development agencies and with other actors including civil society organizations, to put the principles of effective development cooperation into practice in health.
Description of duties:
IHP+ has 57 signatories (32 developing countries and 25 bilateral and multilateral donors), and is still growing. Its goal is to accelerate progress on the health MDGs by putting the principles of effective development cooperation into practice. Its work plan has five focus areas: inclusive national planning and assessment processes; country compacts or their equivalent; financial management harmonization; one common monitoring and accountability platform; and greater knowledge exchange through south-south cooperation. From 2013, there is an intensified effort to step up implementation of development partner behaviour change and document what difference this makes at country level. IHP+ is managed by a small, joint Core Team based in WHO, Geneva and World Bank, Washington DC. This manages the IHP+ work plan and budget; ensures smooth operations of partnership bodies including the IHP+ Executive Team and Working Groups, and liaises with colleagues in different agencies at HQ, regional and country level.
Specifically the incumbent will contribute to Partnership goals as follows:
1) As a member of the IHP+ Core Team, support the daily operations of the partnership, including improved communication on the links between health development effectiveness and results, and documentation and dissemination of country experience through multiple media arrangements.
2) Contribute to specific country or global activities in the IHP+ programme of work, such as compact development, joint assessment of sector strategies; joint annual reviews of sector performance, and greater mutual accountability for results.
3) Contribute to efforts made by the Department for better integration of programme strategies into national health sector strategies, policies and plans.
University degree in public health, social sciences, or related fields.

Post graduate degree in related field.
Excellent planning and organizational skills, with the ability to multi-task and work under pressure as part of a team. Excellent writing skills. Diplomacy, tact, courtesy, cultural sensitivity and demonstrable attention to detail.

At least 2 years relevant professional work experience that includes field experience in health development co-operation.
Professional experience in international organizations.
Expert knowledge of English or French with intermediate knowledge of the other.
