OBJECTIVES OF THE PROGRAMME :
The objective of the department is
1) to provide quality and responsive managerial and administrative support services necessary for the efficient functioning of the Organization and
2) to ensure a working environment that is conducive to the safety and security of staff in all WHO locations.
Description of duties:
The individual is the authority within WHO in the field of support services administration, security and travel; S/he establishes guidelines and leads the Organization with respect to these mentioned topics.

Assigned Duties:
1. Lead, manage and motivate the staff of the Department of Operational Support and Services;
2. Develop strategies and provide substantive advice to executive management and leadership (including Regional Offices) in all areas of support services administration, records and archives, staff orientation services (i.e. official documents, installation formalities, attestations, diplomatic privileges, official removals and custom clearances); building and facilities management, travel and meeting management, logistics and security;
3. Develop and ensure implementation of longer-term integrated service management strategies with a view to maximizing service operations, economizing costs and optimizing service results in diversified, complex and evolving environment. Establish, and/or approve broad administrative procedures for the provision of services and monitor their implementation;
4. Ensure effective coordination of all service arrangements for constitutional meetings and other major conferences organized or hosted by WHO/HQ;
5. Along with the senior staff of the department, plan, formulate, implement the department's results-based staff and operational workplans, and budget including the associated performance indicators and expected results.
6. Establish the guidelines for and monitor the most efficient and effective use of the department's resources, staff and operational budget;
7. Represent WHO at inter-agency levels and in dealing with outside bodies, host Government and non-governmental organs in matters concerning support services administration, facilities management, travel, logistics and security;
8.Through the Head of the Office in Tunis, lead the operations of the Global Conference and Training Centre;
9. Review all WHO's Real Estate proposals and operations and make recommendations to executive management and legislative bodies;
10) Manage the Security Fund;
11) Serve as the Business Owner for the Travel module of the WHO ERP system.
REQUIRED QUALIFICATIONS
Education:
Essential
Advanced university degree in management, business administration or logistics management or other related field.
Skills:
Demonstrated ability to lead, motivate and supervise staff of various backgrounds and develop a team approach to issues. Proven analytical abilities and demonstrated skills in presenting complex policy issues orally and in writing. Excellent negotiating skills. Ability to interact positively with staff at all organizational levels, plus senior officials of Member States and other UN agencies. Extensive knowledge of the development and implementation of conference and support services as well as management issues. Knowledge of modern IT systems.

Experience:
Essential
A minimum of 10 years of relevant practical experience in a national/ international setting, with increasing levels of managerial responsibility - of which 5 years should be at a senior level in a medium to large organization in the private or public sector. Experience in managing infrastructure, logistics, security and travel services.
Desirable
Experience in development, negotiation, and management of service level agreements; Demonstrated ability to manage change in a large public, or private sector organization. Project management experience. Relevant WHO and/or UN agencies experience an asset.
Languages:
Expert knowledge of English with a intermediate knowledge of French required.
Additional Information:
The following priority order will be observed in the screening of candidates: 1. WHO staff members (Continuing, Fixed-term and Temporary appointments), 2. External candidates.

Annual salary: (Net of tax)
USD 95394 at single rate
USD 103204 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
