OBJECTIFS DU PROGRAMME
To contribute to the prevention and control of Non communicable diseases of public health importance, with special focus on cardiovascular diseases, cancer, diabetes, chronic obstructive pulmonary diseases, genetic disorders (especially haemoglobinopathies) and other related NCDs in the African Region.
Description des fonctions
(a)Coordinate the development of work plans and budgets including resource mobilization for the NCD programme and coordinate the development of these plans to ensure a bottom up approach type of planning; In addition, to ensure that adequate resources are mobilized to support the implementation of the NCD plans at the regional and WHO country levels and to ensure regular monitoring and reporting to partners on the use of mobilised resources.

(b)Provide technical and scientific leadership in the area of NCDs, including defining the appropriate strategies, guidelines and tools for NCD health interventions using an integrated approach and in consultation with other WHO programs and partners; To assist Member States of the region in identifying and implementing key interventions aimed at curbing the current trend and managing the burden of NCDs and to also promote the use of relevant national health policies, strategies and programs relating to management of chronic diseases by Member States.

(c)Ensure monitoring, evaluation and operational research related to NCDs; coordinate the monitoring and evaluation of progress made in the implementation of the NCD strategic work plans as well as document, publish and disseminate best practices and partners' experiences in implementing NCD prevention and control strategies. Develop and support the implementation of a research agenda on NCDs including promoting operational research on cost effectiveness of community based interventions for NCDs.

(d)Ensure capacity building in the area of NCD. To promote and develop training programmes for all categories of health personnel, including those of district and local levels, in the domain of NCDs.

(e)As a member of the DPC Management team, incumbent will contribute to the strategic planning, monitoring and evaluation of the Clusters' objectives. In that context, he/she will participate in the elaboration and regular revision of the Cluster's strategic plan and contribute to the overall monitoring and review of progress with respect to the Cluster's objectives.

(f)Undertake other duties as requested by the DPC Director, including representing the Cluster at international meetings and action in lieu of the Director, as and when required.

QUALIFICATIONS REQUISES
Formation :
Essential: Medical degree with post-graduate degree in epidemiology or public health
Desirable: Training in management would be an advantage
Compétences :
Extensive knowledge of scientific and technical issues pertaining to Non communicable diseases. Excellent knowledge and understanding of policies, strategies and regulatory mechanisms governing Non communicable diseases. Detailed knowledge of WHO procedures and practices is also required including close familiarity with the work of the Regional Office, the Executive Board and World Health Assembly. Ability to exercise leadership and to work effectively with colleagues at national and international level. Proven ability to plan, execute, supervise and manage a large international health programme. Ability to work in a multicultural environment. Excellent communication skills. Ability to work under pressure.
Expérience :
Essential: At least ten years public health experience at national or international level in planning, monitoring and implementation of disease prevention and control programmes including Non communicable disease programmes. Extensive experience working in developing countries.

Desirable: Field experience in public health programmes in developing countries would be an advantage
Langues :
Excellent knowledge of English or French with good working knowledge of the other. Knowledge of Portuguese will be an asset.

US$ 82,186 fonctionnaire sans personnes à charge
US$ 88,537 fonctionnaire avec personnes à charge au premier degré
Ajustement de Poste: 65.3 % des montants mentionnés ci-dessus. Ce pourcentage n'a qu'une valeur indicative et peut varier, chaque mois, à la hausse ou à la baisse.
