OBJECTIVES OF THE PROGRAMME :
The objective of the Emergency Preparedness and Disaster Relief Program (PED) of the Pan American Health Organization is to reduce vulnerability to disasters. As a public health priority, reducing vulnerability of the health sector to the impact of disasters involves disaster risk reduction, preparedness, management and response. PED, funded largely by extra budgetary resources, works at mobilizing funds to assist Member States to increase the national and intersectoral capacity to prepare for, and respond to disasters and other public health crisis, and to mobilize human and financial resources to deal with the health effects in disaster-affected countries in the Region.
Description of duties:
Under the general supervision of the Manager, Emergency Preparedness and Disaster Relief (PED), and the direct supervision of the Program Management & Partnership Specialist, PED, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

a) Provide technical support for the formulation, negotiation, and consultation of project proposals funded by external agencies; participate in the review to ensure that sound proposals are developed, in accordance with the Organization's technical, administrative and financial standards; participate in on-site missions, as required;
b) Provide technical support to PED staff in country offices for the development of project proposals, making recommendations on content and compliance with donor requirements; act as a liaison with staff in country offices implementing disaster projects to support planning, budgeting, recruitment, and reporting for field activities;
c) Prepare the required technical reports, in coordination with officer implementing activities in the countries;
d) Ensure the proper allocation of funding in compliance with project description and the Organization's rules and regulations;
e) Contribute to advocacy and visibility efforts relating to all areas of disaster preparedness, risk reduction and relief, including for special events, such as World Health Day, International Day for Disaster Reduction, etc.;
f) Research and write about PED related issues for external audiences and identify appropriate outlets to disseminate information for maximum impact;
g) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
A bachelor's degree in business administration, public administration, public relations, finance, economics, social sciences or a related field from a recognized university.

Technical Expertise
- Theoretical and practical knowledge of managerial principles and practices; project management: planning, monitoring, execution and evaluation in an international organization setting, as well as the ability to plan and execute tasks.
- Excellent organizational and analytical skills, complemented by excellent communication and interpersonal skills combined with the ability to write, speak, and present in a clear and concise, diplomatic, tactful, and courteous manner.
- Practical knowledge and skills in planning, implementation, budgeting and evaluation of project; strong analytical, planning and operational and technology skills.
- Knowledge and skills in disaster management.
- Knowledge of modern management principles and practices with specific emphasis on program management.
- Ability to meet client/customer/partner/stakeholder needs while working in a disaster environment.

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset.
Experience:
Three years of combined national and international experience in research, program planning, project management, disaster management, and/or program evaluation, finance, budgeting, and administration.
Languages:
Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
Additional Information:
PAHO offers an attractive compensation package including an annual net salary (subject to mandatory deductions for pension contributions and health insurance), dependency benefits, pension plan, health insurance scheme, and 30 days annual leave. Benefits for internationally recruited staff may include travel and removal expenses on appointment and separation, assignment grant, rental subsidy, and home leave.

Annual salary: (Net of tax)
US $37,202. at single rate
US $39,439. with primary dependants
Post Adjustment: 50.6 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
