OBJECTIVES OF THE PROGRAMME :
To support European Health 2020 policy development and implementation in general, and in particular the attainment of Millenium Development Goal 6 Targets 6 and 7. To provide support to the Member State in strengthening the National TB Programme, aiming at improving capacity for prevention, control and surveillance in line with Consolidated Action Plan to Prevent and Combat M/XDR-TB in WHO European Region 2011-2015.

The objectives of the WHO Europe TB and M/XDR-TB programme are to:
  • guide the European Region's response to the TB epidemic (with focus on prevention and control of drug-resistant tuberculosis, TB/HIV co-infection, TB infection control, TB in prisons and TB in special populations, strengthening human resources for health, diagnostic services and retooling) and with particular attention to the high MDR-TB burden and the 18 high TB priority countries;
  • provide state-of-the-art and context-specific technical assistance to the Member States on TB and M/XDR-TB prevention, control and care;
  • provide evidence-based TB and M/XDR-TB prevention, control and care.
  • support the Member States in adapting the Stop TB Strategy within the context of strengthening health systems and patient-centred approaches;
  • foster bilateral, multilateral and multisectoral collaboration and partnership in TB and M/XDR-TB control;
  • assist the Member States in monitoring and evaluation of national TB and M/XDR-TB control programmes;
  • promote and enable TB and M/XDR-TB research within a wider health research strategy;
  • improve TB and M/XDR-TB surveillance, data management and decision-making based on data analysis;
  • enhance advocacy, communication and social mobilization for improved TB and M/XDR-TB control.
Description of duties:
  • Coordinate and supervise the WHO supported activities on prevention, diagnosis, treatment and care of TB, MDR-TB and TB/HIV. Maintain WHO planning and budgetary responsibilities on strategy development and programme monitoring in Ukraine, developing a clear strategic workplan and setting standards and guidelines for selection and development of priority projects with health system approach to be implemented in the country.
  • Provide technical assistance and advice to the Government in implementation and monitoring of strategic planning in line with the WHO diseases strategies and Consolidated Action Plan to Prevent and Combat M/XDR-TB 2011-2015. Advise other organizations and NGOs supporting communicable diseases control in Ukraine in order for them to coordinate their activities in a unique approach to prevention, treatment and care of TB, M/XDR-TB and TB/HIV.
  • Coordinate the strategy and policy development agenda in TB, M/XDR-TB and TB/HIV in Ukraine by influencing resource allocations of major WHO partners (for example: USAID, EU, World Bank, The Global Fund, Foundation for Development of Ukraine, among others). Based on the needs assessment, raise funds necessary to expand interventions in the country and assist the government in their fund raising efforts.
  • Supervise the organization of relevant national and regional training workshops and meetings.
  • Liaise very closely with major donors in order to develop and coordinate a coherent plan of assistance to Ukraine.
  • Direct and supervise the Programme staff to ensure the appropriateness, relevance and quality of work assisting the government of Ukraine in updating and revising control strategies and policies.
  • Direct production, implementation and monitoring of a country strategic work plans supporting the government of Ukraine in prevention, treatment and care of TB, TB/HIV and other communicable diseases.
  • Plan, develop and evaluate the WHO vision on new strategies and policies related to TB, TB/HIV and other communicable diseases control in Ukraine.
  • Guide the national programmes in implementation of TB, TB/HIV and other communicable diseases strategies.
  • Assist the national programmes in needs assessment and development of education and training strategies on TB and TB/HIV control and other communicable diseases.
  • Coordinate with the network of partners and donors supporting prevention, treatment and care of TB, TB/HIV and other communicable diseases in Ukraine.
  • Assist the Government in raising external funds.
  • Perform other duties as assigned.

REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in medicine with post graduate training in tuberculosis.
Desirable: Post graduate training in MDR-TB, and TB/HIV management and health systems and public health.
Skills:
Functional skills and knowledge:
Proven leadership ability and skills in strategy development, programme monitoring and workplanning. Ability to work with senior policy makers, officials and scientists at national and international levels. Knowledge of TB, MDR-TB, and TB/HIV prevention, control and care, epidemiology, surveillance and operational research. Ability to provide guidance and technical assistance to members of national and international community.
Proficiency in Microsoft Office software.

Experience:
Essential:
  • At least seven years experience in management of TB, and M/XDR-TB control programmes based on WHO recommendations at the national and international level, including at least three years experience in policy making process.
  • Experience in the field of communicable diseases control, especially in TB and TB/HIV in different settings.
  • Experience in managing public health programmes in high burden countries and management of TB programmes.
  • At least five years working experience in Former Soviet Union countries.
Desirable: Experience in WHO with an understanding of its mandate, goals and procedures an advantage, or experience in the UN System.
Languages:
Essential: Excellent knowledge of English and Russian/Ukranian languages.
Desirable: Knowledge of other UN official languages is an asset.

Annual salary: (Net of tax)
USD 67,483 at single rate
USD 72,467 with primary dependants
Post Adjustment: 47.2 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
