OBJECTIVES OF THE PROGRAMME :
To support member states to develop and implement policies, regulatory and financing mechanisms that will ensure equitable access to effective and safe medical products and technologies of assured quality and ensure their rational use by prescribers and consumers. To support development of policies and their implementation for integration of traditional medicines and practices into the health system and for ensuring their safety, quality and efficacy.
Description of duties:
Under the supervision and in coordination with the Team Leader, Essential Medicines and Health Technologies, and Director, Health Sector Development, the incumbent will carry out the following duties:
1. Provide both technical and managerial expertise on national policies regarding access to essential health technologies, medical devices, blood products and services, including regulation and quality assurance of these.
2. Provide technical support to the Member States and collaborate and coordinate relevant work across with other divisions of the Regional Office with the following specific objectives:
- to strengthen health systems in the Region with an emphasis on health laboratories, blood safety, medical devices, diagnostic imaging and organ transplantation;
- to support the implementation of the Asia Pacific Strategy for Strengthening Health Laboratory Services (2010-2015) in the Member States;
- to support planning, design, implementation, monitoring and evaluation of national laboratory policies and plans;
- to support strengthening of laboratory quality assurance activities in the Member States;
- to provide technical assistance to develop national systems for health laboratory services: legal and regulatory issues, training and capacity-building, procurement and supply management, maintenance of equipment, and laboratory safety;
- to provide coordination, communication and support collaboration to develop mechanisms for stronger linkages between clinical and public health laboratory services between disease-control programmes both within WHO and within the national health systems of the Member States;
- to provide coordination, communication and support collaboration to combat the emergence of antimicrobial resistance in the Region between disease-control programmes within WHO and between national stakeholders of the Member States and regional bodies and development partners;
- to coordinate technical support to the Member States on human cell, tissue and organ transplantation;
- to build and maintain effective relationships with key agencies and donors and to initiate and coordinate resource mobilization;
- to promote development of research programmes, scrutinizing research proposals for funding, advising on their relevance and technical aspects of design; and
3. Perform other duties as requested.

Expected specific outputs/outcomes:
The purpose of the post is to provide technical leadership in the area of essential health technologies including health laboratories, medical devices, blood safety, antimicrobial resistance-related work through development of policies, regional strategies and programmes and providing expert technical support to the Member States in planning, promotion, coordination and implementation of related policies and programmes to strengthen access to essential health technologies in the Region.
REQUIRED QUALIFICATIONS
Education:
University degree in medicine or related field and post graduate qualification in diagnostic/laboratory science or life sciences (such as biology).
Skills:
Broad experience in policy development and implementation of interventions for strengthening of national laboratory systems, quality assurance and accreditation of laboratory services, antimicrobial resistance, rational use of anti-infective agents and infection control. Proficient in standard MS Office software applications. Presentation skills. Familiarity with statistical and database applications an advantage. Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct; Ability to demonstrate gender equity and cultural appropriateness in the delivery of services to Member States.

Experience:
Minimum ten years' relevant work experience, including experience in health technologies, health laboratories, medical devices, blood safety and/or quality management, demonstrated work experience in antimicrobial resistance, and experience at international level is essential. Experience working with international organizations, including the UN system is an advantage.
Languages:
Written and spoken fluency in English is essential. Working knowledge of French an advantage.

Annual salary: (Net of tax)
USD80 734 at single rate
USD86 904 with primary dependants
Post Adjustment: 59.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
