OBJECTIVES OF THE PROGRAMME :
The Partnership for Maternal, Newborn and Child Health (PMNCH) is a global entity that seeks to align the efforts of over 520 partners in improving the health of women and children globally. The PMNCH mission is to support partners to align their strategic directions and catalyse collective action to achieve universal access to comprehensive, high-quality reproductive, maternal, newborn and child health care. The Partnership's work is conducted through four key outcomes:
- Outcome 1: Highest possible political commitment to women's and children's health achieved and maintained in the years to 2015 and beyond;
- Outcome 2: Increased and improved coverage and implementation of essential interventions for women's and children's health (in priority countries);
- Outcome 3: Information to guide/ track investments and promote accountability on progress, commitments and processes towards improving women's and children's health synthesized and disseminated;
- Outcome 4: Strengthened Partner engagement and alignment nationally, regionally, globally.
Description of duties:
The Technical Officer will complete the following tasks:
- contribute to identification and planning of events and advocacy related initiatives and prepare materials and background documents for key meetings;
- facilitate communication among partners to support joint PMNCH advocacy activities;
- support the drafting and editing of communication materials for print and online use;
- support the design and production of communication materials;
- provide support to the PMNCH Secretariat with the implementation of identified projects;
- assist the Senior Technical officer in efforts to build evidence base and knowledge products across developmental indicators linked to women's and children's health through research etc;
- support identified outreach processes to the PMNCH constituents when needed through targeted focal point communication for the PMNCH Secretariat;
- assist with other tasks within the PMNCH Secretariat, where required.
REQUIRED QUALIFICATIONS
Education:
Essential
University degree in communications, international Relations, business administration or management, or equivalent in academic and professional experience. *For WHO staff please see e-manual III.4.1, para 220.
Desirable
Experience in developing media and commuication strategies would be an advantage.
Skills:
Knowledge of communication and mediastrategies, concepts and practices; ability to manage a complex series of competing priorities; ability to prioritize; expertise and facility with a wide range of communications applications and software; excellent presentational skills.

Experience:
Essential
At least 2 years of relevant work experience. Demonstrated experience working on Reproductive, Maternal, Newborn and Child (RMNCH) advocacy events.
Desirable
Relevant experience in WHO or another UN agency.
Languages:
Expert knowledge of English is required, intermediate knowledge of French would be an asset.

A written test may be used for screening purposes. Other similar positions at the same level may be filled from this vacancy notice. This vacancy is published in English only. As a WHO staff member assigned solely and exclusively to support PMNCH, selected staff will have no right of reassignment or transfer outside PMNCH either during or at the end of his/her appointment, including pursuant to WHO Staff Rule 1050. (This does not apply to WHO fixed-term staff members reassigned from a non-Partnership position).

Annual salary: (Net of tax)
USD 46'669 at single rate
USD 49'756 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
