OBJECTIVES OF THE PROGRAMME :
Purpose of the Post:

To reinforce strategic partnerships by strengthening donor relations via: the development of effective and proactive fundraising strategies and related portfolio management and communication as part of implementation; the promotion and undertaking of targeted and systematic interaction with existing and potential donors; identification and development of tools needed for effective outreach, including; the preparation of proposals and reporting documents in line with WHO procedures and donors' specific requirements.

Objectives of the Programme:

The objectives of WHO's emergency programme are to design and implement programmes that permit the health sector to effectively respond to emergencies and that improve health during and after crises. Within the emergency programme, the objectives of WHO's emergency response team are to support Member States by:

(1) Promptly assessing health needs of populations affected by crisis, identifying priority causes of ill-health and death; preparing damage estimates and emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services;

(2) Coordinating and monitoring emergency health relief efforts under the aegis of the Inter-Agency Standing Committee Health Cluster, of which WHO is the lead agency;

3) Ensuring that critical gaps in the health response are rapidly identified and filled;

4) Revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response.

Organizational Context:

Under the broad supervision and guidance of the WHO Representative Syria, the incumbent is responsible for developing and implementing fundraising strategies and preparing and managing specific funding proposals. This requires coordination with a broad range of staff at Country Office and field levels, at Headquarters, with Regional Offices, as necessary, to exchange information and promote mutual understanding, and ongoing engagement with donor institutions and other relevant stakeholders/organizations to raise awareness of the value of the Emergency Response activities at local, country and regional levels.

Description of duties:
- Develop effective and proactive fundraising strategies, promoting and undertaking/ adopting systematic and planned approaches to regular engagement / interaction with donors. Prepare briefing documents and/or meetings, proposals, regular reporting documents and ensure receipt and acknowledgement of funds, in line with WHO procedures and donors' specific requirements.

- Coordinate development of proposals and reporting and briefing documents in line with WHO procedures and donors' specific requirements to be submitted by the Country Office and/or HQ to donors and potential donors.

- To oversee the development and dissemination of regular communications materials and promotion of WHO visibility, achievements and success stories.

- To engage with targeted partners, at regional, national, local and community levels with a view to increasing their participation in fundraising.

- To develop the work plan and budget for assigned resource mobilization and portfolio management activities to be integrated into the field team's Budget and Planning.

- To provide up-to-date information related to responsibilities under incumbent's purview for WHO/CO website, critically reviewing content, architecture and design on the basis of guidelines and standards used throughout the Organization to promote consistency of approach and permit the website to better function as an awareness raising tool.

REQUIRED QUALIFICATIONS
Education:
Essential: University degree in arts, social, international relations or political science. Master degree in arts, international relations or finance.

Desirable: Studies or a good understanding of humanitarian actions or equivalent in academic and professional experience.

Experience:
Essential: At least seven years' experience in partnerships building, with an emphasis on donor relations, including resource mobilization strategies, international or public relations at international level. Relevant work experience with UN, bi-lateral, international donors/ agencies and/ or non-governmental organizations.


Languages:
Excellent knowledge of English. Working knowledge of other UN official languages an asset.
Annual salary: (Net of tax)
US$67,483 at single rate
US$72,467 with primary dependants
Post Adjustment: 44.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
