OBJECTIVES OF THE PROGRAMME :
The Division of Administration and Finance (DAF) is responsible for providing efficient and effective support service to all programmes and activities of the organization in the Eastern Mediterranean Region in respect of human resources management, administration, budget and finance, supplies, conference and IT services.

The objective of the HRS in the Eastern Mediterranean Regional Office (EMRO) is to ensure that competent and motivated workforce is available to deliver programme activities in accordance with the WHO global mission. This is achieved through provision of sound advice to the management, HR planning, job design and classification, recruitment and selection, administration of contracts, staff on-boarding, development and learning, performance management, career and mobility management, and management to staff relations.
Description of duties:
Purpose of the Post:
The objective of the post is to provide advice and guide the teams of HR specialists in the area of organizational design, workforce planning, classification and recruitment.

Organizational Context:
Under the general guidance of the Senior Human Resources Officer, the incumbent directs and leads the Classification and Recruitment Sub-Unit. He/she provides advice in his/herarea of responsibility, interprets policies and makes recommendations for exceptions. The incumbent identifies needs for and proposes approaches to the development and revision of regional policies and procedures in the area of responsibility. He/she provides advice to managers and staff members in the Regional Office (RO) and Country Offices (COs) on workforce planning, classification and recruitment issues.

Summary of Assigned Duties:
General:
1. Plans, guides, manages and supervises the Classification and Recruitment Sub-Unit. Set goals and objectives fr the sub-unit, plans and monitors the work flow, developing short and long term plans for staff to ensure optimal utilization of available resources.
2. Oversees the implementation of standardized working procedures; monitors turn-around time and service delivery and recommends changes to improve overall services;
3. Provides sound technical advice to interested parties on classification and recruitment issues including job analysis and post description writing as required; general staffing actions, recruitment and selection policy and procedures and outreach activities to support workforce planning.
4. Keeps abreast of developments in his/her areas of responsibility, analyses best practices within and outside of the UN system. Identifies the need and proposes new practices to meet the evolving needs of EMRO.
5. Monitors and ensures the implementation of policies, practices and procedures in the area of responsibility, both in RO and COs. Ensures required reports are available to the management.

Position Classification:
1. Provides assistance to the management in the design of organizational structures that support the fulfillment of the EMRO objectives; performs or participates in the CO reviews and provide advice on restructuring in the RO.
2. Supervises job analysis and evaluation of General Services (GS) across the Region and carries out job analysis and evaluation of professional positions, including desk audits if required. Makes recommendations on the appropriate title, category, occupational group and grade level of positions applying respective Job Evaluation Standards. Ensure internal grade relativity and the principle of equal pay for work of equal value across the Organization.
3. Prepares job classification aids, such as guidelines for completing position descriptions and provides training on this to the technical units.
4. Develops and classifies generic position descriptions. Ensure that generic PDs are used when available.

Recruitment and Selection:
1. Monitors in liaison with the technical units new positions in the Human Resources Plan as well as positions falling vacant as a result of retirement/reassignment to forecast staffing needs and provide proactive planning and timely recruitment.
2. Coordinates and supervises recruitment and selection process. Monitor trends in workforce planning and recruitment activities and provides analysis on competitive selection, geographical distribution, gender monitoring and recruitment turn-around-times to support management. Develops outreach initiatives to improve gender/geographical balance of the workforce in EMRO.
3. Represents HR in Interview Panels as required advising on the interpretation and application of selection policies, procedures and WHO staff rules and regulations.
4. Develops proposals on the design of regional recruitment rosters, supervises implementation and maintenance of the rosters.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in human resources management, public or business administration, social sciences or other fields related to human resource management.

Desirable: Advanced university degree in human resources management or relevant field.

Functional Skills and Knowledge:
- Thorough knowledge of human resources management principles and practices in a multicultural environment
- Solid knowledge of the principles of job classification and design;
- Ability to structure and articulate complex human resources issues

Other Skills:
- Computer literacy (MS Word, Excel, PowerPoint, etc.)
- Experience and training in an Enterprise Resource Planning (ERP) environment would be an asset
Experience:
Essential: At least five years of relevant professional experience combined at national and international levels in the areas of organizational design, classification and recruitment/selection.

Desirable: Experience in an international organization and familiarity with the structure of the UN Common System and WHO Rules and Regulations would be an advantage.
Languages:
Essential: Excellent knowledge of English.

Desirable: Working knowledge of another official WHO language would be an asset.

Annual salary: (Net of tax)
USD 56091.00 at single rate
USD 60091.00 with primary dependants
Post Adjustment: 39.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
