GSC/GHR - Global Human Resources
The WHO Global Service Centre provides administrative services to all staff and all WHO offices worldwide in respect of human resources, payroll, procurement, accounts payable and support of specific corporate IT applications.

The aim of this Centre is to serve as the global platform for the swift and reliable delivery of a comprehensive array of products and services covering all these fields. The Global Human Resources (GHR) team within the GSC focuses on the execution of HR services on a global scale with the aim to provide reliable, efficient and consistent services as a one-stop-shop for all staff in WHO and partner agencies.

The purpose of the post is to act as an HR support for Oracle (GSM System) and other technical systems to the HR and Payroll team in the GSC. The post also requires the incumbent to provide system support to the administrative activities within the GHR units in the area of HR services performed by the Global Service Centre (GSC).
Description of duties:
The incumbent will provide assistance on techical aspects and functions of GSM and any related HR Systems. Working closely with the HR Officers and Assistants, the incumbent will also provide support in the areas of generating statistics related to performance in the areas of HR as well as support the bridge between the HR and GSM technical community by preparing background material and documentation as required.

Under the direct supervision of the MIS Officer GHR, the incumbent is responsible for providing different supporting roles :
- Assisting in providing technical and Oracle expert advice and WHO HR Global System Solutions (GSM) to the HR community and IT counterparts on GSM functionality in the GSC;
- Contributing by defining user needs and verifying functionalities (issue resolution) with the GSM technical team in the GSC;
- Assist the supervisor in informing and implementing any changes or enhancements on the GSM HR functionalities or business flow to the GHR teams;
- Prepare reports and data necessary for liaising with Payroll on any common issues and cases;
- Supporting, maintaining and contributing to enhancing the GHR systems like transaction monitoring system (e-SLA);
- Assisting the review and maintenance of complete and correct Global HR Foundation data by ensuring timely GSM updates;
- Maintaining non-staff data e.g. SSAs and Contingent workers;
- Assist in producing and streamlining reports on GHR performance metrics and developing assessment tools to help supervisors monitor the performance of their team members;
- Support effective implementation of the Records Management System solution by collaborating within and outside the team to operationalize procedures within GHR ensuring that all electronic copies of incoming HR documents are maintained in the Records Management System (RMS) in a timely and accurate manner and WHO Records Policy requirements are met;
- Act as a backup to the supervisor for all areas under the GHR Support team.
- University degree in Computer Technology, Information Technology or related field.

- Additional specialization in the field of HR business analysis and computer applications in human resource fields.
- Solid expertise in Oracle HRMS module/familiarity with ERP technical knowledge;
- Familiarity with CRM tools (i.e Siebel);
- Excellent analytical skills;
- Advanced knowledge of database tools (i.e MS Access)and spreadsheet usage (i.e MS Excel);
- Ability to draft effective correspondence;
- Excellent computer literacy and its application in a larger organizational context;
- Good planning and applied management skills;
- Analytical and general organizational skills;
- Good inter-personal and communication skills;
- Ability to work as a team member as well as team leadership skills;

- Knowledge of UN common systems in the areas of human resources management would be an advantage.

- A minimum of 2 years of proven experience in the area of IT applications;
- Knowledge of the use and application of ERP system such as Oracle Human Resource Management System;
- Solid experience in working with database and database tools (i.e MS Access, MS Excel).

- In depth knowledge of the underlying database record structures and competent with writing SQL queries;
- A good understanding of the Oracle Application Technical Architecture would be an advantage.
- Excellent knowledge of English both written and spoken.

- Good working knowledge of French an advantage.
