OBJECTIVES OF THE PROGRAMME :
The programme will draw on WHO's global convening role institutional capacity and experience. As well as presence to support selected countries in the day to day follow-up and process management of the policy dialogue. The incumbent will provide sector wide advice to facilitate national health policy dialogue across programmes and systems. He/She will work on achieving the following for specific objectives.
1. Supporting the development and implementation of robust national health policies, strategies and plans (NHPSP);
2. Strengthening the capacity of national stakeholders for an effective structured health policy dialogue;
3. Increasing stakeholder support (both international and national) to result-oriented NHPSP;
4. Promoting a policy agenda of universal coverage people-centred primary care and health in all policies
Description of duties:
Expected achievement I: Robust NHPSP developed and implemented. Assigned duties:
- Support and facilitate the establishment of mechanisms to capture population's needs and expectations. (for example: national health assemblies, political consultations, media reviews, focus groups, surveys etc), and regularly update results for the annual reviews;
- Support and facilitate the organization of regular bottom-up participatory mechanisms for assessing strengths and weaknesses of the situation and formulating strategic recommendations related to the various health and health system components, as well as facilitate the priority setting process;
- Support and facilitate the costing and budgeting of NHPSP on an annual basis and for the medium term budgetary planning, including macroeconomic analysis, identification of potential resources and costing of different scenarios;
- Support and facilitate the discussion between ministries of Finance (or equivalent). Planning and health regarding the budgeting of health policies in the macroeconomic and fiscal environment;
- Facilitate the inclusion of financial experts and partners in these discussions;
- Support and facilitate the translation of the NHPSP into measurable operational plans, (at programme and/or sub-national levels), and the establishment of mechanisms allowing for proper monitoring of their implementation;
- Facilitate the establishment of mechanisms for taking corrective measures;
- Facilitate the production of annual implementation reports as essential components of the annual reviews;
- Support and facilitate the development (consensus) on a monitoring and evaluation framework for the NHPSP agreeable for all stakeholders, and the development of mechanisms to effectively monitor on a regular basis its indicators (including annual reviews preparation and inter-country peer-reviews). This includes for instance ensuring that key indicators for MDGs 4.5 and 6 are included in the monitoring and evaluation framework, as well as tracking resource flows to MDGs 4.5 and 6 to support and promote national accountability towards their achievement.

Expected achievement II: Capacity of national stakeholders for an effective structured health policy dialogue strengthened. Assigned duties:
- Support and facilitate the design of the country health policy dialogue process, its schedule and its agreed mechanisms (for example: assist in the organization of round tables or other mechanisms its agreed mechanisms for dialogue, in the provision of public information on health policy matters, or in the organization of annual reviews, at the critical stages of the national planning cycle);
- Work with governments and national stakeholders on the production of strategic intelligence on the policy environment (stakeholders' positions and interests, their capacities for meaningful sector policy dialogue) and on a regular policy assessment for the annual reviews.

Expected achievement III: International and national stakeholders increasingly supportive of result-oriented NHPSP. Assigned duties:
- Facilitate the development of the country' compact' and the monitoring of its implementation;
- Facilitate the organization by the Government of the Joint assessment of National Strategies (JANS) or equivalent agreed mechanisms, and related negotiations;
- Advocate for alignment of international partners with the NHPSP, with the national planning and budgetary cycles, with the agreed country health policy dialogue mechanisms and schedules and with the established national monitoring mechanisms.

Expected achievement IV: Country has assessed the political and policy and planning implications for systems and programmes of moving towards universal coverage shifting towards people-centred primary care advancing towards health in all policies.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in medicine: public health

Desirable: Public health and national health planning background
Skills:
1. Technical expertise in planning, monitoring and evaluating health systems;
2. Demonstrated ability to provide sound methodological and technical advice and guidance to multiple stakeholders and partners in countries;
3. Demonstrated ability to analyze political contexts and interact and negotiate effectively with multiple interests at the political level;
4. Demonstrated ability to work effectively with the Ministry of Health and with stakeholders at the country level, as well as with the regional, inter-country and staff at country level;
5. Demonstrated ability to innovate, integrate, synthesize and communicate complex concepts and ideas verbally and in writing;
6. Ability to plan, analyze data and design studies,
7. Ability to monitor and communicate progress in terms of process and results;
8. IT Proficiency.
Experience:
Essential:
Minimum 10 years of experience in policy, planning, managing or developing health systems including at least 5 years of experience at national level and at least 5 years of experience in low-or middle-income countries. Proven ability to interact effectively at the political level with multiple high-level stakeholders. Experience at the international level is an added advantage.

Desirable:
Relevant experience in WHO, UN or other international organizations. Strong ability to act strategically to build and maintain solid networks of contacts to generate and share evidence for robust policy development and strategic planning.
Languages:
Excellent knowledge of English or French and a working knowledge of the other.
Annual salary: (Net of tax)
US$ 80,734 at single rate
US$ 86,904 with primary dependants
Post Adjustment: 54.6 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
