OBJECTIVES OF THE PROGRAMME :
Located within the DGO cluster, the mission of CRE(Compliance, Risk Management and Ethics Office) is to systematically identify organization-wide risks, and by topic area, maintain a risk register record, evaluate it according to its likely impact and probability, and proactively have it managed by risk management owners. The CRE will seek to periodically review, assess and integrate internal control compliance into all policies and managerial decisions. The CRE will promote and uphold the highest organizational standards, codes of conduct and core values. Through the ethics function the goal is for all staff to observe and perform their functions consistent with the highest standards of integrity required of WHO staff members and international civil servants. The CRE will liaise independently with internal parties across the different levels of the Organization, developing and presenting to the Director-General its annual work plan of delivery of compliance, risk management, and ethics needs across the three levels of the Organization.
Description of duties:
Under the broad direction of EXD/DGO, direct the CRE team, in advocating the promotion of highest ethical standards at all level across the Organization through effective compliance and risk
management.

The Director of CRE ensures the highest level of commitment and adherence to compliance and risk management to help the Organization accomplish its objectives by systematically identifiying, recording, evaluating and improving the effectiveness of mechanisms for risk management and overseeing the development of compliance and ethics programs to address potential risk issues. The incumbent interacts with internal WHO high level risk owners and decision makers and stakeholders throughout the Organization providing analyses, recommendations, counsel and information on activities, systems, processes, operations, functions in relation to compliance, risk management and ethics.
REQUIRED QUALIFICATIONS
Education:
Essential
Advanced university degree in Law, Business Administration, Public Administration, Finance, Economics, Ethics, Philosophy or related field.
Desirable
Professional qualification in the area of risk management, internal audit, Certified Internal Auditor (CIA) or other professional certifications (CISA, CFE).
Skills:
Understand the complex interrelationship of factors that create risks to successful accomplishment of the objectives of the Organization;
Convey information and opinions in a structured and credible way;
Maintain confidentiality and exercise judgement with respect to sensitive information;
Work without supervision producing credible results while maintain professional standards;
Use professional judgement in reporting independently significant issues directly to senior executives and to the board of directors;
Achieve consensus on weakness identified in processes for evaluation and risk management and ways to remedy them.

Experience:
Essential
A minimum of 10 years of executive level experience at the national and international level (of which at least five years at the international level) in progressively responsible positions, in providing management advisory services, dealing with risk management, compliance and/or ethics and code of conduct practices. Proven ability to understand the complex interrelationship of factors that create risk to successful accomplishment of the objectives of the Organization.
Desirable
Exposure to project and risk management within the UN system, or in the private sector is a significant advantage. Experience working in a multi-national settings with people from different cultural backgrounds. Experience in use of computer software packages to generate business solutions, and experience in use Enterprise Resource Planning (ERP) systems such as "Oracle" or "SAP". Experience in areas dealing with ethical matters or conflict of interest programmes.
Languages:
Expert knowledge of English is required and working knowledge of French would be an asset.

Annual salary: (Net of tax)
USD 95,394 at single rate
USD 103,204 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
