OBJECTIVES OF THE PROGRAMME :
The mission of the department of Health Systems Financing and its units at WHO HQ is to support
member countries to develop and/or sustain health financing systems that ensure access to needed health services while avoiding catastrophic expenditure and impoverishment of people as a result of
seeking care. This will be achieved through policy support to countries, with development of tools
and information to feed into the policy process, and with appropriate capacity development
activities in search of achieving Universal Health Coverage (UHC).
Description of duties:
Under the direct supervision of the Director, Department of Health Systems Financing, and in
collaboration with the two teams in the department, the incumbent shall be responsible for managing
the follow up work linked to the Ministerial-level meeting on Universal Health Coverage held in
February 2013. In order to fulfill this task, the incumbent shall:
1. Liaise with the World Bank on developing and then implementing a plan of action for joint work on universal healthcoverage;
2. Develop background papers, technical briefs, and other relevant publications related to this action plan, including measurement on universal health coverage.
3. Contribute to the collection and analyses of financial risk protection data with responsibility over plans for updating data in certain countries and with development of related analyses.
4. Lead the development of technical materials for global and country level partners to advocate for UHC in collaboration with the two teams in HSF and World Bank staff as appropriate.
5. Maintain a strong communication link with all the relevant partners.
6. Contribute to the other work of the Team and Department as requested by the Director, e.g. contribute to analyses around inefficiencies in the health system.
REQUIRED QUALIFICATIONS
Education:
* Essential:
University degree in Public Health with specialty in Economics or Health Economics.
Desirable:
Relevant work experience working with other UN and related Organizations, particularly the
international financial institutions.
Skills:
1. Knowledge of principles of project management and excellent organizational skills.
2. Excellent ability to work collaboratively with a team and ability to adapt to multinational environment.

Experience:
* Essential:
At least 5 years' experience in applied work relating to health systems and financing at national
and international levels.
Desirable:
Knowledge of and experience in health financing issues and drafting related policy materials.
Languages:
Excellent knowledge of English with a working knowledge of French desirable.

Annual salary: (Net of tax)
US$56091 at single rate
US$60091 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
