OBJECTIVES OF THE PROGRAMME :
The Public Information and Advocacy unit coordinates WHO's internal and external communication with partners and the public. SEARO web site is strategic communication tool used to promote WHO's work in the Region. In order to ensure a high-quality result, a dedicated Web manager is needed.
Description of duties:
Under the supervision of Public Information and Advocacy Officer- SEARO, the Web Manager will assume the following roles and responsibilities:

1. Implementing WHO corporate on-line communications policy on content, structure, links, technology, logos etc.
2. Web writing/editing: Maintaining oversight of technically approved content, ensuring adherence to WHO style guide and ensuring that the content is written to communicate effectively. This position will serve as a writer in the Public Information and Advocacy unit and will assist in writing, editing web stories, social media messages and other advocacy products.
3. Implement corporate standards for quality, architecture, 'one WHO' design (common look and feel), best practice in web communications etc.
4. Know and manage Search Engine Optimization (SEO) ensuring proper tagging, linking and architecture to maximize accessibility of the information.
5. Assist in strategic planning, development and management of the SEARO web site including priority-setting, ensuring the web site reaches target audience needs and ensuring that the content is appropriately focused.
6. S/he will actively contribute to the planning, implementation as well as regular monitoring and evaluation of on-line communication activities.
7. Assist PIA in managing SEARO social media sites. Conduct regular social media surveillance to alert PIA about reputational issues and "listening" to social media.
8. Assist in creating and managing the editorial calendar for website and social media.
9. Assist PIA in coordinating the SEARO web site in collaboration with the ICT unit including:
 Setting the development agenda for the site in conjunction with the ICT staff and PIA using shared web-publishing platform.
 Training regional staff on proper use of on-line communication skills and developing resources/guidelines to aid in the ongoing development of web content.
 Provide web site traffic statistic and status reports by collecting, analyzing and summarizing web site data and trends information.
 Reviewing sub-sites ensuring content is up to date, well-written, accurate, displayed consistently and highlights WHO/SEARO's main activities and products.
 Creating and maintaining the SEARO home page including content structure and publishing strategy.
 Assist PIA in setting and managing the web editorial calendar to highlight and promote content on SEARO homepage through other Regional and HQ websites when appropriate.
 Implementing long-term strategy and action plan for the SEARO web site.
 Assisting in decentralization of input to technical staff within the Regional Office and providing technology support to the content providers.

10 S/he is expected to regularly discuss activity plans and implementation issues during regular and more ad hoc meetings with other colleagues within and outside the unit.
REQUIRED QUALIFICATIONS
Education:
Essential: Degree in Communication, Information Management or related field.

Desirable: Training in computer science, journalism or a related field
Skills:
Functional Skills and Knowledge

1. In-depth and up to date knowledge of online communication best practices.
2. Web writing skills
3. Corporate Social Media experience and skills
4. Wide knowledge of public information and communication techniques.
5. Knowledge of public health issues, methodology and language.

Competencies:
1. Communicating in a credible and effective way
2. Moving forward in a changing environment
3. Building and promoting partnerships across the organization and beyond.

Other Skills (e.g. IT):
Content management systems, Web analytics, Microsoft Office suite, presentation skills
Experience:
Essential: 5 years' experience in managing large web sites including two years of international experience. Experience in content management systems and writing. Experience in managing corporate social media accounts including media monitoring.

Desirable: experience with media, experience in a UN organization. Experience managing a multidisciplinary, multicultural team.
Languages:
Excellent command of spoken and written English
Annual salary: (Net of tax)
USD 56,091 at single rate
60,091 with primary dependants
Post Adjustment: 38.9 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
