OBJECTIVES OF THE PROGRAMME :
The Area of Procurement and Supply Management, (PRO) processes a wide range of procurement and contracting actions in support of health related activities and administrative support requirements for Country Offices, Centers and Headquarters Offices. PRO also processes procurement actions in support of PAHO/WHO Regional Offices.
Description of duties:
Under the general supervision of the Director of Administration (AM) and the direct supervision of the Manager, Procurement and Supply Management (PRO), the incumbent is responsible for, but not limited to, the following assigned duties:

a) Provide technical, managerial and policy advice to senior management regarding strategic procurement matters to improve the procurement and supply management functions to effectively and efficiently respond to the needs of the Member States;
b) Develop and manage the Organization's procurement sourcing strategy for all pharmaceutical and health-related commodities attached to the Revolving and Strategic Fund, in coordination with technical entities, Country Offices and Centers;
c) Forecast and consolidate requirements for planned procurements provided by technical entities; develop and negotiate strategies; ensure that sourcing strategies are understood and effectively utilized across technical entities; promote and advocate strategic alliances and partnerships between PRO and external stakeholders;;
d) Build and maintain efficient market intelligence sources to enable timely monitoring of price changes, emerging trends and competitive benchmarks;
e) Develop, implement and monitor a quality management system;
f) Coordinate the Supplier Management Program;
g) Oversee the development and implementation of sourcing recommendations and monitor supplier compliance and performance benefits;
h) Provide advice to Member States, through Country Offices and Centers, in matters related to procurement strategic planning and quality management;
i) Communicate strategic planning and sourcing recommendations to PRO Manager and other stakeholders, as necessary;
j) Enforce the use of performance metrics related to transactional activities (e.g., response times, PO volume and dollar value); identify and implement remediation efforts to address performance gaps either in procurement or shipping matters.
k) Identify, promote, establish, maintain, and coordinate liaison across PAHO, Ministry of Health, or with other partners, in order to maximize programmatic integration, efficiency and effectiveness;
l) Participate in the management of workforce planning and execution; participate in the definition of the Team's personnel component, including selection, training and development;
m) Support the teams that lead the procurement process for commodities attached to the Revolving and the Strategic Funds;
n) Provide leadership, guidance and monitoring of staff by effective use of performance reviews and feedback mechanisms, engaging in regular communications, and solving interpersonal or technical conflicts; establish and support a learning environment to include staff development and technical expertise;
o) Promote a culture of ethical behavior and integrity in accordance with the Organization's Code of Ethical Principles and Conduct in order to ensure a culture of respect, responsibility, accountability, and compliance;
p) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: A bachelor's and master's degree in business administration, commerce, economics, public administration, or in related field from a recognized university
Desirable: Official procurement and/or quality management certification would be an asset.

Technical Expertise
- Professional competencies and sound knowledge in procurement of supplies and equipment, including pharmaceuticals, vaccines, insecticides, medical, laboratory, informatics, electronics.
- Strong professional competencies in market sourcing and strategy development; demand management; supplier relationship management, shipping and logistics; quality management and risk management.
- Mature judgment, strong technical, analytical and conceptual skills; demonstrated ability to assess, analyze, synthesize and provide recommendation on key managerial and administrative issues;
- Ability to integrate managerial and administrative inputs into recommendations for decision-making process; ability to manage multiple issues and tasks in a complex organizational environment;
- Ability to work independently and easily adapt to change; able to take on additional managerial responsibilities when emergency or disaster situations occur.
- Ability to effectively lead and supervise a team of procurement management resources, and provide guidance and support as needed.
- Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset.
Experience:
Essential: Nine years of combined national and international experience in purchasing and/or logistics management in either the private or public sector, including supervisory experience.
Desirable: Experience with quality management, demand planning would be an asset.
Languages:
Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
Additional Information:
PAHO offers an attractive compensation package including an annual net salary (subject to mandatory deductions for pension contributions and health insurance), dependency benefits, pension plan, health insurance scheme, and 30 days annual leave. Benefits for internationally recruited staff may include travel and removal expenses on appointment and separation, assignment grant, rental subsidy, and home leave.

Annual salary: (Net of tax)
US$ 67,483.00 at single rate
US$ 72,467.00 with primary dependants
Post Adjustment: 48.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
