Purpose of the Post:
The role of this post in the HR Unit in EMRO is to coordinate the implementation and operational requirements of the sub-units of classification and recruitment for the Region including WHO country offices to ensure efficient and effective service delivery.

Objectives of the Programme and of the immediate unit or field activity:
The division of Administration and Finance is responsible for providing efficient and effective support service to all programmes and activities of the organisation in the East Mediterranean Region in respect of human resources management, administration, budget and finance, supplies and conference services.

The objective of the HR Unit in EMRO is to be effective and efficient in the delivery of a wide range of HR services to clients in the Regional Office as well as to Country Offices. These human resources activities include HR Planning, organizational design - job design and classification; recruitment and selection; staff/management relations; performance management; staff development and learning; administration of justice and conflict resolution; monitoring and advisory services to staff and non staff in the conditions of service and contractual arrangements.
Description of duties:
Organizational Context:
Under the direct supervision of the Senior Human Resources Officer the incumbent coordinates and oversees the operational requirements of the sub-units of classification and recruitment. He/she guides, supports and supervises staff; monitors and evaluates services recommending improvements to ensure effective service delivery. The work involves ongoing contacts with a broad range of WHO officials and staff members to provide sound technical advice and support on workforce planning, classification and recruitment issues, as well as contacts with counterparts in other regional offices, country offices, and at headquarters level to promote best practices.

Summary of Assigned Duties:

Under the supervision of the Senior Human Resources Officer the incumbent will perform the following duties:

1) Coordinate and monitor the operational requirements of the sub-units of classification and recruitment for the East Mediterranean Region (EMR). Oversee the implementation of standardized working procedures; maintain an overview of the working area; monitor turn-around time and service delivery and recommend changes to improve overall services.

2.) Manage, guide, and supervise the staff in the sub-units of classification and recruitment. Provide support on difficult cases and encourage best practice in the implementation of HR policies through regular contact with other regional offices and headquarters;

Coordinate the review of all position descriptions of all categories of staff in the region and make recommendations on appropriate grade levels applying the Master Standard Job Evaluation Systems. Ensure internal grade relativity and the principle of equal pay for work of equal value across the Organization;

4.) Carry out job analysis and evaluation of requests, including desk auditing if required, for reclassification of all positions and make recommendations as appropriate;

Advisory functions:

5.) Provide sound technical advice to interested parties on classification and recruitment issues including job analysis and post description writing as required; general staffing actions, recruitment and selection policy and procedures and outreach activities to support workforce planning;

Recruitment and Selection:

6.) Monitor in liaison with the technical units new positions in the Human Resources Plan as well as positions falling vacant as a result of retirement/reassignment to forecast staffing needs and provide proactive planning and timely recruitment.

7.) Coordinate all the processes of recruitment including advertisements, pre-screening of candidates, tests and interviews, selection and follow up procedures. Monitor trends in workforce planning and recruitment activities and provide analysis on competitive selection, geographical distribution, gender monitoring and recruitment turn-around-times to support management.

8.) Represent HR in Interview Selection Panels and Selection Committees as required advising on the interpretation and application of selection polices, procedures and WHO staff rules and regulations.

9.) Participate in the design, development and implementation of regional recruitment rosters and other new or revised strategies, policies and practices in the above HR areas to meet the evolving needs of EMRO;

Essential: University degree in human resources management, public or business administration, social sciences or other fields related to human resource management.

Desirable: Advanced university degree in Human Resources Management or relevant field.

Functional Skills and Knowledge:
Thorough knowledge of human resources management principles and practices in a multicultural environment;
Solid knowledge of the principles of job classification and design;
Ability to structure and articulate complex human resources issues;

High sense of responsibility and strong organizational skills;
Ability to work under pressure with conflicting priorities;
Strong client focus;
Excellent interpersonal, communication and negotiation skills.

Other Skills:
Computer literacy (Word, Excel, Power point, etc). Experience and training in an ERP environment would be an asset.
Essential: At least 5 years of professional experience combined at national and international levels in the area of Human resources management, in particular proven experience in the area of classification and recruitment/selection.

Desirable: Experience in an international organization and familiarity with the structure of the UN Common System and WHO Regulations and Rules would be an advantage.
Essential: Excellent knowledge of English.
Desirable: Working knowledge of another official WHO language would be an asset.

US$56091 at single rate
US$60091 with primary dependants
Post Adjustment: 39.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
