The PDO Unit supports the effective application of the managerial process of WHO programme development in the formulation and implementation, monitoring and evaluation of WHO's programme of cooperation with countries and areas in the Western Pacific Region.

The programme falls under Strategic Objective 13 - To develop and sustain WHO as a flexible, learning organization enabling it to carry out its mandate more efficiently and effectively.
Description of duties:
1. Screens and routes incoming mail, documents and reports to the supervisor with full background information; ensures its distribution and follows up on deadlines.

2. Takes/transcribes non-technical and technical correspondence, reports, etc. from dictation, tapes and manuscripts, using word-processing equipment, ensuring grammatical accuracy, conformity with procedural accuracy and format; types reports, studies, including statistical tables, etc. from manuscripts using a word processing equipment.

3. Drafts correpondence on routine matters on own initiative or from brief instructions, takes notes at meetings as basis for minutes and assists in providing interpretation as and when required.

4. Arranges appointments for Programme Development and Operations Officer, receives visitors, places and screens telephone calls, responds to routine requests for information, and prepares briefing folders for supervisor's duty travels.

5. Maintains office records, including financial records of project expenditures, filing and reference systems on various subjects.

6. Assists in searching, compiling and maintaining information relevant to the programme, maintains and updates information on the approved programme budget.

7. Provides assistance in the arrangements for meetings, workshops and training courses, including preparation of related folders.

8. Provides assistance to budget centres on programme-related transactions.

9. Occasionally replaces secretarial staff within the unit during their absence, as coordinated by the Administrative Assistant.

10. Performs other duties as may be required from time to time.
Equivalent to graduation from secondary school with thorough training in secretarial/administrative duties. Training in the use of standard office software and/or training in Oracle-based or other enterprise resource planning systems is an asset.
Thorough knowledge of office procedures. Good communication and interpersonal skills. Ability to act with tact, diplomacy, discretion and respect for confidentiality. Ability to draft correspondence, summary of meetings, notes for the record, etc. Typing skills and ability to take dictation at required speed. Ability to discern routine from non-routine. Good computer skills and ability to adapt to various software applications. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.
Three years' experience in secretarial/clerical posts. Relevant experience in WHO or in another international organization and experience in using Oracle-based or enterprise resource planning systems is an advantage.
Excellent knowledge of written and spoken English.
