OBJECTIVES OF THE PROGRAMME :
The general objective of the programme is to strengthen policies and strategic plans within a health technologies focus in the field of health laboratory services, blood transfusion services, organ, tissue and cell transplantation and medical devices. Together with the WHO South East Asia Region, the Asia Pacific Strategy for Strengthening Health Laboratory Services (2010-2015) was developed as a framework to guide Member States to strengthen health laboratory services. The Strategy covers the areas of national framework, regulations, financing, capacity-building, quality assurance, safety, rational use, research and ethics. This is a comprehensive approach to strengthening health laboratory services as an integral part of health systems and to harmonize efforts with disease control programmes. In addition, technical assistance is also provided in the areas of Blood Safety, Medical Devices and Cell, Tissue and Organ Transplantation.
Description of duties:
 To strengthen health systems in the Region with an emphasis on health laboratories, blood safety, medical devices, diagnostic imaging and organ transplantation
 To support the implementation of the 'Asia Pacific Strategy for Strengthening Health Laboratory Services (2010-2015)' in Member States
 To support planning, design, implementation, monitoring and evaluation of national laboratory policies and plans
 To support strengthening of laboratory quality assurance activities in Member States
 To provide technical assistance to develop national systems for health laboratory services: legal and regulatory issues, training and capacity-building; procurement and supply management; maintenance of equipment; and laboratory safety
 To provide technical support to Member States to strengthen national blood policy; and develop mechanisms for stronger coordination of the Blood Transfusion Services
 To develop mechanisms for stronger coordination, communication and collaboration between disease-control programmes within WHO and in the Member States and to develop mechanisms for stronger linkages between clinical and public health laboratory services
 To provide technical support to Member States on human cell, tissue and organ transplantation
 To identify and pursue opportunities for external funding, resource mobilization, and donor coordination in support of laboratory and blood safety services, including Global Fund proposal design, implementation and monitoring
 To build and maintain effective relationships with key agencies and donors and to initiate and coordinate resource mobilization activities
 To promote development of research programmes, scrutinizing research proposals for funding, advising on their relevance and technical aspects of design
 To perform other duties as requested.
REQUIRED QUALIFICATIONS
Education:
University degree in medicine or related field and post graduate qualification in diagnostic /laboratory science or life sciences (such as biology).
Skills:
1. Excellent knowledge of laboratory interventions to support health system development;
2. Extensive knowledge on health laboratory services, blood safety, medical devices and organ transplantation;
3. Ability to develop policies, strategic plans and proposals;
4. Skills in the management of laboratory and blood safety services including the development, implementation, monitoring and evaluation of interventions.
5. Ability to establish and maintain good working relationships with Government counterparts, WHO colleagues, donors, other UN agencies and relevant partners;
6. Team management skills in an international, multi-cultural and multi-disciplinary environment.
7. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

Other Skills (e.g. IT): Proficiency in standard MS Office software applications. Familiarity with statistical and database applications an advantage.

Experience:
Minimum 10 years experience in health technologies including health laboratories, blood safety and quality management including experience at international level is essential. Experience working with international organizations, including the UN system would be an advantage.
Languages:
Excellent knowledge of spoken and written English. Working knowledge of French an advantage.

Annual salary: (Net of tax)
USD80 734 at single rate
USD86 904 with primary dependants
Post Adjustment: 59.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
