OBJECTIVES OF THE PROGRAMME :
1.To facilitate the preparation of the regional Programme Budget with a contribution for the costing Organizational-wide Expected Results (OWERs);
2.To facilitate the preparation of operational plans for all Budget centres;
3.To prepare the distribution of Budget Allocations by Budget Centres and source of financing;
4.To manage the regional budget in the General Ledger;
5.To perform budget analysis and produce relevant reports.
Description of duties:
Assist the development of Programme Budget and related budget allocations;
Support the operational planning process to ensure alignment of workplans with the PB, CCS, and regional orientations;
Contribute to briefing staff on operational planning process, business rules and procedures for improving competencies in planning, budgeting and monitoring;
Support the budget management in the General Ledger;
Monitor the implementation of workplans; Check workplan compliance against business rules and procedures through workplan review mechanisms; Verify alignment of estimated costs against programme needs and budget allocations;
Contribute to the preparation of regional consolidated reports on the monitoring and assessment of the Programme Budget;
Provide individual support to Clusters, Inter-country Support Teams and WHO Country Offices for the use of GSM in the management of Activity and Human Resource Plans;
Contribute to the development, implementation, assessment and reprogramming of the PBM Unit operational plans;
Undertake any other duties as assigned by the supervisor and DRD/RD.
REQUIRED QUALIFICATIONS
Education:
Essential: First university degree in accounting, finance, planning, public or business administration or a closely related field. For WHO staff only, equivalent professional training or self-study/work experience.

Desirable: A degree of Master of Business Administration (MBA) or in Planning would be an asset.
Skills:
Thorough knowledge of planning and budgeting procedures; good interpersonal skills; knowledge of WHO programmes and policies; knowledge of the use of various computer applications.
Experience:
Essential: At least five (5) years of professional experience in management/planning of national and international health system programmes using various computer information systems such as Oracle applications.

Desirable: A clear understanding of health system and familiarity with WHO planning process. International experience would be an advantage.
Languages:
Excellent knowledge of English or French, with a working Knowledge of other.
Annual salary: (Net of tax)
US$ 56,091 at single rate
US$ 60,091 with primary dependants
Post Adjustment: 65.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
