OBJECTIVES OF THE PROGRAMME :
1. Strengthen capacities of staff in WHO results-based management framework (RBMF) and
provide technical support and guidance to Divisions at the Regional Office, Inter country Support Teams and WHO Country Offices in strategic and operational planning processes;
2. Facilitate the
preparation of the regional Programme Budget allocations distributed by Budget Centres and source
of financing;
3. Manage the budget in the General Ledger including budget monitoring and
reporting;
4. Support performance monitoring and assessment through SAM, MTR, EOB and
reporting, as well as perform evaluation on programmatic and thematic issues at the regional,
inter-country and country level;
5. Provide technical support for the use of the management
information system to ensure efficient programme and budget implementation;
6. Liaise with otherrelevant Units / Programmes for information sharing and synchronization of closecollaborative/cross-walk roles and responsibilities, mainly with:- CAS Unit for ensuring alignment of Programme Budget and Workplans preparation and implementation with CCS priorities;AFM for ensuring alignment of predictable or available resources (Awards budget) with the GL budget forthe implementation of the Programme Budget.
Description of duties:
Assist with the development of the PB allocations and its distribution across Budget
Centres;
Manage programme budget allocations in General Ledger based on approved decisions
from budget holders;
Follow up on Work plan Funding and Award Budget in Global Management
System (GSM);
Assist with the review of work plans and control planned costs against budget
allocations;
Follow up and record all budget revision request (BRR) for budget allocation increase or
shift from Budget Centres;
Assist with the preparation of the Journal Voucher based on BRR for its
implementation by PRP/HQ;
Provide assistance and guidance for Budget Planning and monitoring;
Initiate the development of template to standardize costing elements and monitor the
implementation;
Provide necessary support to the operational process and the technical and financial
monitoring of the implementation of workplan;
Contribute in the initiation and revision of planning elements in PBM activity and HR plans;
Assist on position mapping, task and award mapping, award budget, costs period mapping in HR plans;
Assist on the preparation and completion of the Award Activation Request (AAR) and follow up responses for Activation;
Act for the Budget Management Officer during his/her absence.
Perform any other work assigned on ad-hoc urgent basis.
REQUIRED QUALIFICATIONS
Education:
Essential
University degree in Public or business administration with training in relevant subjects areas (e.g.accounting or finance).
Desirable
Recognized certificate in Accounting.
Skills:
Thorough knowledge of budgeting and accounting practices and procedures;
Good interpersonal skills;
Knowledge of WHO programmes and policies;
Knowledge of the use of various computer applications will be an asset;
Experience:
* Essential
At least five years of professional experience in the development and implementation of budget allocations and the preparation of analytical reports.
Desirable
Experience in the United Nations system
Languages:
Excellent knowledge of french or English and a working konwledge of the other.
Annual salary: (Net of tax)
US$ 56,091 at single rate
US$ 60,091 with primary dependants
