ITT/NCS Network and Communication Services
The ITT department's main objective is to provide high quality and cost effective Information and Communications Technology (ICT) services which assist WHO in achieving its mission of health for all.
The objective of the NCS team is to deliver cost-effective, well managed and secure WHO ICT data networks (LAN and WAN), multi-media, voice (fixed and mobile), and video conferencing. The NCS team ensures that the technology infrastructure and services meet organizational requirements and user expectations. This is achieved through two units:

- Architecture and Development, which designs, develops and manages a range of telecommunications infrastructure and partners, including the Geneva Campus LAN, the global WAN services, and telephony and multi-media technologies.
- Network Operations Centre, which helps deliver quality services to the WHO organization by monitoring the status and performance of WHO global information systems and services, and providing first and second level support services with respect to ICT infrastructure.
Description of duties:
NCS provides a voice over IP service across the WHO network, predominately using Alcatel PBX and Cisco VoIP equipment to carry voice calls between offices. The position is responsible for:

- Supporting HQ and Kuala Lumpur Telephony services Alcatel PBXs;
- Supporting local ICT staff connecting office PBXs to the WHO network;
- Supporting Cisco Call Manager and Cisco Call Manager Express systems on the WHO network;
- Monitoring the performance of voice over the WHO network;
- Testing the impact of changes on voice or related infrastructure to the WHO network;
- Providing expertise to the Network Services team, assisting in the interpretation of error messages and the location of faults on the network;
- Providing support to RO and CO staff in maintaining their voice installations;
University degree in computer science, telecommunications, engineering or related field

Industry certification in a related field (e.g. CCNP Voice), ITIL certification.

- Ability to diagnose and resolve complex technical problems;
- Ability to communicate clearly and effectively both orally and in writing
- Thorough knowledge of telecoms systems and infrastructure, including PBX, Voicemail, IVR, call management systems, analogue and digital lines, trunks, circuits, cabling and telecoms related hardware.
Basic knowledge of IP and networking knowledge and understanding. Have a good understanding of VoIP, SIP, H323 gateways and gatekeepers.
- Thorough knowledge of the configuration and operations of PBX/telephony infrastructure.
- Working knowledge of the configuration and operations of Cisco Unified Call Manager infrastructure including Cisco Unified Presence Server, Cisco Unity Server
- At least five years of experience in networking and/or telephony systems, including at least three years of experience in managing PBX systems, telephony infrastructures and telephony applications (CTI, Call Accounting).
- Strong experience in operations and configuration of PABX systems in a multisite environment (over 50 sites) using IP routing and, IP trunking.
- Experience in operations and configuration of Cisco IP telephony systems in a multisite environment.
- Experience in supporting voice, video and unified communications on LAN and WAN data networks.

Detailed knowledge of Cisco Unified Communication Manager, knowledge of computer telephony integration, LANs and WANs (especially integration of voice and IP-based systems).
Good knowledge of English is mandatory; basic knowledge of French or another WHO official language is an asset.
