To provide leadership, technical orientation and support to Member States of the WHO African Region based on the resolutions and recommendations of the Governing Bodies as well as the strategic directions of the Regional Office regarding disease surveillance and response, public health risks and threats, prevention and control of communicable and non-communicable diseases

Description des fonctions
Under the direct supervision of the Malaria Programme Manager and in consultation with the AIDS & TB Programme Managers, the incumbent's duties shall be to:

1) Maintain an efficient system for collecting HIV/AIDS and STI, Tuberculosis and Malaria related data from Member States and ISTs;

2) Contribute to the validation of HIV/AIDS and STI, Tuberculosis and Malaria related data to ensure compliance with data quality requirements before they are made available to all users online in the Cluster real-time Strategic Information System (rSiS);

3) Maintain and continue further development of the HIV/AIDS and STI, Tuberculosis and Malaria databases as components of the cluster rSiS data warehouse;

4) Contribute to capacity building at inter-country and country levels in HIV/AIDS and STI, Tuberculosis and Malaria data management including the creation and maintenance of databases;

5) Contribute to the preparation of global, regional and ad hoc reports on HIV/AIDS and STI, Tuberculosis and Malaria through data collection, validation and analysis in the African Region;

6) Provide regular feedback to countries, ISTs and partners on HIV/AIDS and STI, Tuberculosis and Malaria data (timeliness, completeness, data quality) and core indicators through the production of a quarterly feedback bulletin;

7) Support the development and strengthening of Regional and National Monitoring and Evaluation Systems;

8) Perform any other duties as assigned.

Formation :
Essential: University degree in Applied Mathematics, Statistics, Biostatistics, Computer Science or other related areas.

Desirable: Postgraduate qualification in epidemiology or public health and training in data management.

Compétences :
 Advanced skills in complex database development and maintenance using Microsoft Access and Microsoft SQL;

 Ability to consolidate information from multiple sources and prepare strategic information for decision makers;

 Demonstrated skills in the formulation, design and implementation of monitoring and evaluation frameworks for HIV/AIDS and STI, Tuberculosis and Malaria;

 Proven experience to function within multi-disciplinary and multi-national teams;

 Ability to achieve consensus and coordination through teambuilding;

 Ability to communicate clearly and concisely, orally and in writing.

 Good Computer skills including MS Office Packages; Statistical Packages such as SPSS, STATA or SAS; Geographic Information Systems such as ArcView, ArcGIS or HealthMapper.

Expérience :
 At least 5 years experience at national and international level in medical research, epidemiological data collection and the application of statistical methods, especially health statistics;
 Experience in the development, design, and implementation of HIV/AIDS, TB and Malaria monitoring and evaluation systems in countries;
 Experience in gathering, recording, validating and reporting of information from multiples sources;
 Good understanding of complex database structure and management;

Desirable: Working experience with WHO would be an asset.

Langues :
Excellent knowledge of English or French with working knowledge of the other. Knowledge of Portuguese would be an asset.

Traitment annuel (Net d'impôts)
USD 56091 fonctionnaire sans personnes à charge
USD 60091 fonctionnaire avec personnes à charge au premier degré
Ajustement de Poste: 65.3 % des montants mentionnés ci-dessus. Ce pourcentage n'a qu'une valeur indicative et peut varier, chaque mois, à la hausse ou à la baisse.
