OBJECTIVES OF THE PROGRAMME :
The Executive Office of the Assistant Director General coordinates, guides and oversees the programmatic cohesion of the departments of the Cluster, ensuring the optimum delivery of services and output in line with the Health Assembly resolutions and within available resources, aiming at synergies between individual programmes and their implementation.
Description of duties:
The incumbent will support the planning, financing, monitoring and reporting to donors of the
follow-up to the recommendations of the commission on information and accountability of
womenand children's health, the UN commodities commission under the oversight of the
ADG/HIS and the ADG/FWC and any other projects which come under the oversight of the
ADG/HIS uniquely or in collaboration with other clusters. Under the general supervision of the ADG/HIS and the first level supervisor the incumbent's role is to manage and coordinate the programmatic aspects of the grants and in doing so:
- supports the formulation and negotiation of grants and interacts with donors to finalize grant agreements;
- manages grants and their contributions through reporting to the donors and monitoring of the funds;
- tracks donor pledges; follows up with donors to ensure timely receipt of funds;
- develops a framework for the dissemination of funds to Regional Offices, Country Offices and partners;
- develops a framework for the tracking of progress of the activities and expenditures in the Regional and Country offices and with partners and follows up with the Regional and Country offices and with partners to receive the reports due from them in a timely manner;
- for projects implemented in collaboration with other teams and offices, coordinates the financial reporting in liaison with financial and technical counterparts;
- monitors ceiling space and initiates ceiling increase requests in relation to the funding received;
- identifies possible improvements in the programming systems within the projects and advises staff on general WHO financial rules and regulations;
- promotes sound administrative practices consistence with the Organization business rule and guidelines;
- within the competence carries out other duties as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree* in public or business administration or finance. (* For WHO staff please see e-manual III.4.1, para 220.)
Skills:
Excellent organizational skills, ability to analyse financial information and prepare reports. Ability to act independently and exercise sound judgement. Good problem solving skills and ability to communicate effectively at all levels. Specialized knowledge of WHO programmatic, administrative and financial rules, procedures, practices. Ability to function effectively in a team setting in a cross-cultural environment. Ability to work under pressure delivering results. Proficient computer skills in particular Excel and an excellent knowledge of computer management in an ERP (oracle) environment.

Experience:
Essential: At least five years' programme/finance experience at the international level of which a minimum of three years should be within WHO and/or other UN agencies. Previous experience managing multi-partner, multi-country projects. Experience in grant management.
Languages:
Expert knowledge of English and an intermediate knowledge of French required.

US$56,091 at single rate
US$60,091 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
