Emergency and Humanitarian Action (EHA)/Director of Programme Management (DPM)
The overall objective is to improve the environmental conditions and particularly the water and sanitation and the personal hygiene conditions among the vulnerable populations.

The programme objectives are:
- Assessing environmental health needs of affected population, identify priority needs and interventions;
- Providing health education and hygiene consumable materials to Internally Displaced People (IDPs), host communities and affected populations;
- Coordinating and monitoring emergency environmental health relief and recovery efforts;
- Coordinating with the WASH cluster and other partners on the needs assessment, prioritization of interventions and filling the WASH gaps;
- Supporting the physical rehabilitation of water and sanitation facilities inside the health centres and hospitals.

Purpose of the Post:
The delivery of basic environmental health interventions in the Internally Displaced People (IDPs) camps to the host communities and improving the Water and Sanitation (WASH) conditions in the health facilities.
Description of duties:
Organizational Context:
Under the direct supervision of the Public Health Officer and the overall guidance of the WHO Representative, the incumbent will assist in needs assessment, planning and implementation of Water and Sanitation interventions in the IDP camps and health facilities in the affected areas. He/She will closely work/coordinate with WASH cluster led by UNICEF and work and collaborate with WHO staff and the Ministry of Public Health in the context of monitoring, mitigating and responding to public health risks with focus on communicable diseases aimed at improving the water quality, sanitation and hygiene for the IDPs, host communities and health facilities.

Summary of Assigned Duties:
1. Assists in the planning, implementation, monitoring and evaluation of the water, sanitation and hygiene (WASH) programmes/projects through: data collection and situation analysis; preparation of relevant sections of reports (required for donors, management, annual reports, etc.); developing a clear emergency preparedness and response plan; attending technical cooperation meetings, preparing notes and undertaking follow-up actions and coordination related to programme implementation and monitoring.

2. Undertakes ongoing field visits to WHO project sites to assess local conditions and resources, follow up WHO inputs and coordinate with local counterparts issues related to project feasibility, implementation and effectiveness.

3. Assists in: identification and selection of technical supplies and equipment; monitoring the flow of supply and non-supply assistance; and keeping updated emergency pre-stock database, and works closely with the WASH sector partners.

4. Selects and compiles training and orientation materials for those involved in programme implementation, including donor and media visits.

5. Supports the organization of national/sub-national training courses related to emergency WASH (particularly cholera, flooding and displacement) and the facilitation/organization of regular coordination and preparedness meetings with key actors.

6. Undertakes field visits to monitor programmes, and conducts periodic programme reviews with government counterparts and other partners; proposes and/or takes action on operational procedures affecting programme implementation and management.

7. Provides technical assistance to government officials and other partners in planning, implementation, monitoring and evaluation of sanitation and hygiene programmes.

8. Participates in the development of WASH work plans, ensures progress towards agreed objectives and facilitates inter-sectoral programming.
Essential: University degree in Civil Engineering or Environmental Health.

Functional Skills and Knowledge:
- Demonstrated ability in managing environmental health response to crisis situations.
- Knowledge of the association of diseases with environmental health and standard response protocols.
- Ability to organize and conduct health education sessions.
- Ability to plan and implement WASH interventions in the health facilities.
- Excellent interpersonal skills and ability to work under pressure.

Other Skills:
Proficiency in MS Office.
Essential: At least one year experience in environmental health including experience in emergency humanitarian action. Experience in project development and management.

Desirable: Experience in managing environmental health programme for a displaced population. Knowledge of WHO/EHA mandate and goals. Experience in UN organization/INGO/NGO.
Excellent knowledge of English and local language.
