OBJECTIFS DU PROGRAMME
To establish, within a period of 12 years, effective and self-sustainable community-based ivermectin treatment throughout the remaining endemic areas in Africa (19 countries) and, where possible, to eliminate the vector and hence the disease by using environmentally safe methods in selected foci. Ultimately, to eliminate onchocerciasis as a disease of public health and socio-economic importance throughout Africa and so contribute to improving the welfare of its people.

Description des fonctions
Under the general supervision of the Regional Director, the incumbent will:

1. Plan for all aspects of the Programme; including drug distribution and vector elimination activities, operational research, programme management and support;

2. Direct the totality of the Programme's operations in the 19 participating countries;

3. Maintain contact with all offices, co-ordinating and advisory bodies, authorities of participating and contributing parties, Non Governmental Development Organisations and other relevant entities.

Specifically, the foregoing duties include:

a) Setting up and establishing the Programme at its base in Ouagadougou or elsewhere;

b) Reviewing and periodical updating of the long-term plan of action as detailed in the Programme Budget Document,as well as the annual action plans;

c) Preparation of periodic budget proposals, and maintenance of appropriate budgetary records and controls;

d) Identification of the need for, and implementation of, training programmes as required;

e) Ensuring that applied and operational research is carried out in support of control and that approaches to control are modified when required;

f) Development of standard procedures and guidelines for the design, execution, monitoring and evaluation of Programme's activities;

g) Administration and management of the Programme's financial resources and preparation of periodic financial accounts and reports;

h) Administration and management of the staff of Programme wherever located; this includes exercising extensive delegation of authority selection and appointment of long-term and short-term staff and advisers;

i) Procurement of supplies and equipment and arranging and overseeing contractual services;

j) Assisting in mobilization of resources for the Programme and maintaining good relations with the donor community and the IBRD;

k) Maintaining liaison and information exchange with all partners in the Programme, including but not limited to, the Regional Office, OCP, Programme advisory, technical and consultative bodies, participating Governments, Non-Governmental Development Organizations and promoting the partnership concept of the Programme;

l) Maintaining contact with, and providing material to, the news media.

QUALIFICATIONS REQUISES
Formation :
University degree or equivalent in Medicine and/or post graduate degree in public health.

Compétences :
Excellent knowledge in planning, managing, directing a major multidisciplinary and multinational programme; Demonstrated ability to make and implement decisions and to supervise a sizeable staff of different levels and disciplines; Ability to discuss effectively and tactfully with representatives both of Governments and donor countries.

Management experience and skills - communication skills including ability to negotiate with national and international authorities and contacts. Ability to write reports succinctly and precisely.

Expérience :
Essential: Extensive experience in planning, management, supervision and evaluation of large-scale undertakings of similar nature to the Programme. Experience in negotiating at a high level with Government authorities essential.

Desirable: Several years of experience in WHO, preferably in a tropical region; Experience of negotiating with other specialized agencies and entities of the United Nations system desirable. Experience in onchocerciasis management will be an asset.

Langues :
Essential: Excellent knowledge of French or English and a very good working knowledge of the other.

Desirable: Sufficient knowledge of both languages for reading, writing and discussion.

USD 95394 fonctionnaire sans personnes à charge
USD 103204 fonctionnaire avec personnes à charge au premier degré
Ajustement de Poste: 47 % des montants mentionnés ci-dessus. Ce pourcentage n'a qu'une valeur indicative et peut varier, chaque mois, à la hausse ou à la baisse.
