OBJECTIVES OF THE PROGRAMME :
(1) To promote policy analysis and activities for national policy development and health sector reform; (2) to ensure effective utilization of WHO resources within the framework of the regional programme budget policy; (3) to support development, management, monitoring and evaluation of national programmes with WHO collaboration; (4) to rationalize and mobilize internal as well as external resources for national health development; and (5) to cooperate and coordinate with national and international agencies connected in health and health-related development work.
Description of duties:
Under the supervision of the WHO Representative and in close collaboration with regional office staff, field staff and national authorities, to:

A. Support the national authorities and other partners in the following fields:
(1) Collaborate in strengthening national capacity for policy formulation, planning and management within various levels of the health system and within the framework of ongoing health sector reform;
(2) Provide technical support to national authorities in their efforts for developing sustainable financing mechanism for the health sector (e.g. health insurance); and
(3) Collaborate with national authorities in the efforts for building leadership and establishing appropriate intersectoral coordination through close liaison with non-governmental organizations (NGOs), bilateral and multilateral organizations.

B. Support the WHO Representative in the Socialist Republic of Viet Nam in the management of WHO country programmes:

(1) Provide technical and managerial support in the development and operation of WHO programmes, including monitoring;
(2) Prepare, review and revise plans of operation, project documents, including projects for mobilizing resources;
(3) Prepare for and participate in periodic country programme reviews;
(4) Collaborate with the WHO Representative in drafting programme and other reports for submission to the Regional Office; and
(5) Provide administrative support to WR in all aspects of office operations including supervision of the support staff and the junior professional officers.

C. Perform other duties as required, such as:

(1) Participate in technical meetings as representative of WHO; and
(2) Act for the WR when necessary, etc.
REQUIRED QUALIFICATIONS
Education:
Advanced university degree in public health, management or other health related field, public or business administration
Skills:
 Broad knowledge and analytical skills in aspects of international and national health policy and development.
 Sound understanding of effective management practices, programme planning and evaluation.
 Familiarity with the functioning of government and its institutions, in particular in developing countries.
 Computer literacy, particularly related to office applications as an effective tool for management. Familiarity with the Internet and online-based management systems.
 Capability to motivate and manage colleagues to engage in broader aspects of work as part of a team beyond individual areas of work.
 Excellent ability to communicate and work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

Experience:
Minimum ten years of experience in planning, programming, managing and monitoring of increasingly complex health-related programmes/projects including several years of experience in developing countries.
Languages:
Excellent knowledge of spoken and written English. Working knowledge of French would be an advantage.

Annual salary: (Net of tax)
USD80 734 at single rate
USD86 904 with primary dependants
Post Adjustment: 34.7 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
