OBJECTIVES OF THE PROGRAMME :
The mission of IOS is to provide independent, objective assurance and advisory services designed to add value and improve the Organization's operations. It helps the Organization accomplish its objectives by bringing a systematic, disciplined approach to evaluating and improving the effectiveness of processes for risk management, control and governance. It conducts investigations of alleged irregular activity and coordinates the framework on programme evaluation.
Description of duties:
1. In the context of IOS services provided to UNAIDS, plan, conduct and report on comprehensive audits and investigations in a manner to ensure that:
- risks are appropriately identified and managed;
- interaction with the various governance groups within the Secretariat occurs as needed;
- significant financial, managerial, and operating information is accurate, reliable, and timely;
- staff actions are in compliance with WHO regulations, rules, policies, standards and procedures;
- resources are acquired economically, used efficiently and adequately protected;
- programmes, plans and objectives are achieved;
- quality and continuous improvement are fostered in the Organizational control process.

2. Formulate pragmatic recommendations and secure management agreement to improve weak or problematic areas disclosed during audits.

3. Monitor the action taken and assess the adequacy of response to audit recommendations and periodically report thereon. Consult with operating management on implementation of recommendations.

4. Manage external consultants, as appropriate, in the execution of their assigned responsibilities under the audit workplan.

5. Perform any other special reviews and other tasks assigned by Deputy Director IOS or Director IOS.
REQUIRED QUALIFICATIONS
Education:
Essential:
A recognized professional auditing qualification, such as Chartered Accountant, Certified Public Accountant or Certified Internal Auditor, in addition to an advanced university degree in business, public administration, or other relevant field.

Desirable:
Formal training in public health, IT and/or investigations.
Skills:
Thorough knowledge of auditing principles, standards and their application; broad knowledge of operational, administrative, managerial and financial matters.
Strong interpersonal and leadership skills in a multicultural, multilingual environment.
Analytical ability to apply theoretical concepts to practice.
Effective communication, presentation and report writing skills.
Ability to apply IT technology when needed.

Experience:
Essential:
More than 10 years of extensive audit experience, including five years at the international level and five years at the supervisory level.
Broad experience with audit work relating to issues of efficiency, effectiveness and value for money.
Experience with enterprise resource planning systems (ERP) such as Oracle e-Business Suite.

Desirable:
Work experience in a developing country; audit experience with an international public accounting firm; IT audit experience; audit experience in an international organization; experience with forensic accounting or conducting investigations.
Languages:
Excellent knowledge of English and working knowledge of French required

USD 80734 at single rate
USD 86904 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
