OBJECTIVES OF THE PROGRAMME :
To establish and leverage the impact of an effective prevention and control program that targets the reduction of morbidity and mortality resulting from diseases, through a comprehensive approach to immunization, that is made timely and responsive through ground level surveillance and the promotion of related health interventions.
Description of duties:
Specific roles to be undertaken within this job:
1. To guide strengthening of national regulatory authorities (NRAs) at regional level as per the WHO five steps capacity building programme.
2. To guide regional technical activities in relation to review of national requirements for vaccines and diagnostics.
3. To develop technical research on preparation of national biological standards and reference reagents, advising on the new assay methods, and vaccine safety evaluation;
4. To provide technical support to Good Manufacturing Practice inspection for production of vaccines;
5. To coordinate, in close collaboration with HQ, regional activities of WHO Collaborating Centres in the area of biologicals and vaccines; and
6. Support NRAs in countries electing to implement the expedited review procedure for registration of prequalified vaccines
7. To strengthen the collaboration with partner agencies to improve programmes and enhance coordination for support to control of communicable diseases.
8. To coordinate yearly activities with the Regional Adviser in EPI, including travel to different parts of the region.
9. To prepare reports and documents.
10. To perform other related duties.

Expected specific outputs/outcomes:
Technical assistance provided to reduce morbidity, mortality and disability from diphtheria, pertussis, tetanus, measles, tuberculosis and other vaccine preventable diseases by providing immunization against these diseases; to sustain polio-free status in the Region until global poliomyelitis eradication is achieved; to achieve measles elimination and hepatitis B control goals in the Region; to develop and strengthen integrated comprehensive immunization services by improving routine immunization system and its performance and management.
REQUIRED QUALIFICATIONS
Education:
Degree in medicine, or veterinary medicine or biological sciences (such as microbiology, pharmacology, biochemistry) is essential. Postgraduate specialization in microbiological sciences, focused on vaccines or other biologicals is desirable.
Skills:
Expertise in issues relevant to regulation, production, quality control and safety evaluation of vaccines and biological medicines. Knowledge of Good Manufacturing Practices and prequalification of vaccines, and also of biological standardization. Proficient in standard MS Office software applications. Presentation skills. Ability to work effectively with colleagues at national and international levels. Excellent verbal and writing skills.

Experience:
Extensive experience in regulation of vaccines or biological medicines, including the WHO prequalification scheme is required. Experience at both national (7 years) and international level (3 years) is essential. Experience in the area of NRA assessments; developing norms and standards for biologicals; and also in safety evaluation of vaccines is required. Experience in managing complex international projects is desirable. Work experience in developing countries in the area of vaccine regulation is an advantage.
Languages:
Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.

Annual salary: (Net of tax)
USD80 734 at single rate
USD86 904 with primary dependants
Post Adjustment: 59.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
