The objective of the programme is to promote technical cooperation, stimulate interest in and coordinate support towards health development, based on global and regional strategies and WHO guidelines.
Description of duties:
Under the guidance and supervision of the WHO Representative (WR)/Cambodia, the incumbent will carry out the following duties and responsibilities:

1. Provide support to the WHO Representative in the management and coordination of WHO's programme of cooperation in Cambodia, and in the administrative activities of the WR office;

2. Conduct country office programme budget and workplanning exercises; provide country and regional office management with sound advice and focused reports on options and methods for attainment of programme objectives;

3. Ensure consistent delivery of all administrative services to WHO staff; in coordination with Ministry of Health and other programme delivery collaborators, provide administrative services in support of programme related activities;

4. Lead training initiatives for WHO support team to reinforce the importance of managerial and administrative excellence for realization of programme objectives, act as focal point for Staff Developent and Learning (SDL) activities; act as focal point for Global Management System (GSM) and related training and briefing for new staff;

5. Establish reliable working relationships with relevant national authorities and other UN organizations and facilitate efficient programme delivery;

6. Assist the WR in his overall responsibility for staff security and safety, coordinate with United Nations Department of Safety and Security (UNDSS) on security issues including the management of the agency based warden system;

8. Perform other duties as may be required.

Achievement activities include: develop country office administrative budget and work plans; supervise finance, human resources, administration, procurement, information and security and safety of colleagues; provide timely and effective administrative support to WHO staff in the country; staff training on WHO administrative support and training on rules and procedures; liaise effectively with local ministries and coordinate with regional office as required.
University degree in public administration or business administration, or related field with advanced university degree or equivalent professional training is essential. Advanced university degree in related field is desirable.
Thorough knowledge of administrative, financial and management principles and practices. Proven skills in project planning. Good interpersonal, communication and supervisory skills. Knowledge of office software applications. Demonstrated ability to act independently and exercise sound judgment. Ability to work closely in harmony with government and international officials at all levels. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain high standards of personal conduct.

Five years experience in administration and management including supervision of staff at the national level and over two years of experience at the international level is essential. Previous experience in administrative or programme areas in WHO or UN agency, preferably in a developing country is desirable. Accounting and banking experience are an advantage.
Excellent knowledge of spoken and written English. Working knowledge of French is an advantage.

USD56 091 at single rate
USD60 091 with primary dependants
Post Adjustment: 28.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
