OBJECTIVES OF THE PROGRAMME :
The WHO Global Service Centre provides administrative services to all staff and all WHO offices worldwide in respect of human resources, payroll, procurement, accounts payable and support of specific corporate IT applications. The aim of this Centre is to serve as the global platform for the swift and reliable delivery of a comprehensive array of products and services covering all these fields.

The aim of the Centre Human Resources (CHR) unit is to provide the swift and reliable delivery of a variety of services to all staff based in the Centre, i.e. human resources planning, selections, recruitment, contract administration, entitlements and benefits, performance management, training for staff at all levels in the Global Service Centre and ITT-KL.
Description of duties:
The incumbent performs the following duties:

Contract Administration and Position Classification
- Initiate the classification process in GSM and monitor completion of process;
- Initiate the HR actions related to appointments, extensions of appointments, separation from service, reassignments and changes in status;
- Monitor appointment extensions;
- Provide information to staff members on their employment conditions and entitlements, including preparing documents and arranging on-entry briefing;
- Liaise with colleagues in GSC on contract administration related matters;
- Generate reports;

Recruitment
- Draft and publish vacancy notices;
- Conduct preliminary review and screening of applications;
- Ensure practical arrangements for interview and testing of candidates including set up of the panels and the selection files;
- Organize travel arrangements for applicants;

Performance Management Development System (PMDS)
- Retrieve and monitor monthly PMDS status reports;
- Monitor compliance rate and take the required actions to ensure that managers and staff adhere to deadlines;

Other Administrative Tasks
- Prepare various attestation letters;
- Request letters of guarantee;
- Provide support in preparing training material and training logistics, send invitations, maintain attendance list and collect training feedback;
- Generate training analyses reports;
- Update the position list and GSC organization charts;
- Maintain the Staff Information System (SIS);
- Ensure that vacancies, final post descriptions, and various official documents are published and uploaded on the GSC SharePoint;
- Perform other related duties as required or instructed.
REQUIRED QUALIFICATIONS
Education:
* Essential
Completion of secondary school education or its equivalent.
Skills:
- Knowledge of HR rules and regulations, policies and procedures
- Ability to multi-task while paying attention to detail
- Ability to work under pressure
- Good interpersonal skills
- Tact and discretion
- Proficient in the use of standard office software
Experience:
*Essential
A minimum of five years of relevant work experience.

*Desirable
- Relevant experience in WHO or another UN agency an asset.
- Experience in Oracle-based or other ERP systems an asset.
Languages:
Essential:
Excellent English, both written and spoken.

Desirable:
Working knowledge of local language. Knowledge of French an advantage.

Annual salary: (Net of tax)
MYR 45,114 at single rate
