Human Resources Management (HRM)
To advise the Administration on all medical matters relating to WHO Staff in the region, particularly medical adjudication, occupational health issues, preventive health care and health promotion and education. The Medical Officer (Regional Staff Physician) will provide clinical services including medical consultations and emergency care during working hours and supervise the work of the staff nurse. The incumbent will promote proactive occupational health policies and best practices and procedures in the medical services in conjunction with Administration and in collaboration with JMS/HQ and UN Medical Directors Committee with the objective of optimizing the health and well-being of WHO staff in the African Region.
Description of duties:
The incumbent performs the following duties:-

1.Conducts pre-recruitment medical examinations prior to selection of candidates and provides advice to Administration on medical fitness for the positions for which the candidates are being considered; conducts periodic medical examinations, reviews and medically classifies, with regard to fitness for duty, medical reports and pre-employment medical examinations conducted by authorized physicians outside the Regional Office;
2.Conducts exit medical examinations prior to end of service to determine fitness and health status at the time of separation of staff members from the organization;
3.Advises staff members on medical fitness prior to departure on mission or change of duty stations;
4.Approves/disapproves, monitors and controls sick leave of staff members in the region. Advises Administration regarding cases of extended sick leave and/or frequent sick leave and fitness for duty following recovery from serious illness or accident;
5.Recommends and coordinates medical evacuations within and outside the region; advises Administration regarding local working and living conditions and health hazards; and makes recommendations regarding availability and quality of health care and medical facilities locally and in the region;
6.Works closely with Administration in situations relating to poor work performance/attendance of staff due to problems of substance abuse (alcoholism, drugs, etc.), stress or psychological dysfunctions;
7.Advises Administration and Staff on preventive measures to be taken with regard to major diseases, organizes staff health education and awareness programmes, first aid courses to staff, and prepares various reports as required by the Organization;
8.Advises and supervises vaccination services for WHO/AFRO staff and their families and provides travel advice/medicines prior to travel of staff;
9.Evaluates local and regional medical facilities and liaises with health networks by utilizing local and international providers;
10.Provides emergency medical care during office hours, confidential medical advice and counselling to the staff; provides advice to Staff Health Insurance (SHI) Committee and gives advice in ensuring ideal working conditions;
11.Ensures that all medical information and reports regarding staff members are maintained in their files and sent to WHO/HQ on time, maintains confidentially of all medical records and files of all staff members;
12.Supervise the work of the Clinical Nurses;
13.Performs other duties as assigned.
Essential: Degree in medicine with postgraduate degree and training in internal medicine.

Desirable: Excellent knowledge of public health issues.
-Knowledge and awareness of latest diagnostic techniques and clinical practices;
-Good knowledge on availability of major health care facilities and specialists in the African Region;
-Knowledge of WHO's operational priorities in the Region and sensitivity to the stress and strain under which the staff work.

Essential: At least 7 years of clinical experience in internal and general medicine either in private practice or in a hospital.

Desirable: 3 to 5 years of experience in a public hospital, especially in an intensive care unit is an advantage.
Excellent knowledge of French or English with good working knowledge of the other. Working knowledge of Portuguese
Annual salary: (Net of tax)
US$ 67,483 at single rate
US$ 72,467 with primary dependants
Post Adjustment: 65.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
