Based within the Department of Health Statistics and Informatics, the team provides support to Member States in strengthening monitoring, evaluation and review of national health strategies as the basis for information and accountability. This includes (i) conducting situation analyses of current practices and needs, and development of country specific roadmaps; (ii) providing guidance and technical support to countries in the development of sound monitoring and evaluation plans of national health strategies, (iii) development and promotion of standards, tools, methodologies and capacity building programmes to strengthen analytical reviews of health system progress and performance; (iv) promoting and supporting the development of country, regional and global health observatories for monitoring the situation and trends regarding key health priorities; and (v) promoting and facilitating better harmonization of M&E activities of country and global partners.
Description of duties:
1. Advises member states in strategies and methods for strengthening monitoring, evaluation and review of national health plans, in the development of country accountability plans and actively promotes and leads partner alignment and harmonization in support of country-led plans.
2. Leads the development of data quality assessment tools and guidelines with a focus on strengthening health facility data and builds and coordinates a network of partners and technical expertise to promote and support data quality assessment, analysis and dissemination.
3. Advises Member States on strengthening routine health management information systems and facility surveys, including selection of core set of indicators, data quality and validation, output reports and annual compilation of statistics, and promotes and works with collaborating partners to promote new and innovative methods for generating, analysing and synthesizing data and statistics.
4. Provides strategic and technical guidance to Member States in building analytical capacity for analytical reviews of health system progress and performance, with adequate attention to equity issues (sub-national analyses) and data quality reporting, and contributes to the development of best practices and guidance.
5. Builds new- and strengthens existing- partnerships in the monitoring and evaluation community, and coordinates development of collaborative projects with academic, private and government institutes at global, regional and country level that result in enhancing capacity, methods and standards in increased availability and quality of health information.
Essential: Masters level university degree in public health.
Desirable: Doctorate degree in public health, health statistics or related sciences.
- Profound knowledge in monitoring and evaluation frameworks and approaches, including methods and tools for assessing data quality assessment of facility level data, conducting statistical analyses of health, demographic and health service data and assessing/evaluating health system progress and performance.
- Extensive experience in working in the area of health statistics and country health information systems, with proven record in survey design and implementation, institutional capacity building in data generation, analyses and use of information for policy dialogue and decision-making.
- Advanced analytical skills with demonstrated experience in applied statistics and use of statistical software.
- Excellent interpersonal skills with proven ability to work with senior officials and adapt to multi-cultural environments.
- Excellent communication skills, with ability to write in a clear and concise manner, and to present factual information.

Essential: At least 7 years practical work experience at the international level including 4 years country level experience working in the area of monitoring and evaluation and strengthening national health information systems.
Desirable: Experience with the UN and/or international and/or national public health/statistics institutes.
Excellent knowledge of English required. Working knowledge of French desirable.

US$67,483 at single rate
US$72,467 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
