WHO Country Office in the Russian Federation
To support the office in implementing WHO's work, through the provision of advice and services in the following areas: human resources management, execution of the programme work, management of finances, transport, office premises, procurement, security compliance, liaison with other UN Agencies, and Information Technology.

Purpose of the post:
The incumbent of the post will support the operational functions involved in the day-to-day running of the WHO Country Office in the Russian Federation and the UN Common Services.
Description of duties:
  • Administrative supervision and verification of financial transactions related to the WHO Country Office budget.
  • Administrative supervision and verification of financial transactions related to UNAIDS contracts in the Russian Federation according to the HQ global administrative.
  • Support operational activities of the WHO office and UN House Common Services.
  • Support the financial management of the office budget and management of office staff.
  • Logistic and administrative support for training courses taking place in the office.
  • Administrative support in the implementation of all WHO collaborative programmes as per workplan and periodic monitoring of implementation.
Essential: University degree in public or business administration or relevant social sciences.
Desirable: Training in WHO/UN managerial framework and procurement; post-graduate studies in management and administration.
  • Good knowledge of administrative and management principles and practices (including, but not limited to the areas of Human Resources, Finance, Budget, Logistics, Procurement and Security).
  • Good general knowledge of enterprise resource planning systems.
  • Extensive knowledge of Microsoft Office software applications and Internet usage.
Desirable: Knowledge of WHO/UN administrative and financial rules, procedures and practices, including operational procedures in GSM and programme management.

Essential: At least two years of experience in administration and management at an inter- or non-governmental or international organization.
Desirable: Previous experience in administrative or programme areas in WHO or UN and/or experience in responsible roles involving the application of administrative and management principles and practices within the United Nations system.
Essential: Excellent written and oral command of Russian and English.
Desirable: Knowledge of other official WHO or WHO/EURO languages.
