OBJECTIVES OF THE PROGRAMME :
The WHO Global Service Centre (GSC) provides administrative services to all staff and all WHO offices worldwide in respect of human resources, payroll, procurement, accounts payable and support of specific corporate IT applications. The aim of this Centre is to serve as the global processing platform for the swift and reliable delivery of a comprehensive array of products and services covering all these fields.

The Global Human Resources (GHR) team within the GSC focuses on the execution of HR services on a global scale with the aim to provide reliable, efficient, and consistent services as a one-stop-shop for all staff in WHO and partner agencies.
Description of duties:
Under the general supervison of the Coordinator, HR Service Centre, the Human Resources Officer (HRO) leads a team and provides advice to staff members on entitlement and contract issues, applying judgement in the implementation of HR policies and procedures. The HRO may be requested to participate in policy and guidelines development.

The incumbent leads an HR team in support of the delivery of HR services in the area of contract administration and advice to fixed-term and/or temporary staff members. Specifically, the incumbent will:
- Establish overall objectives and priorities for the unit for the effective and client-oriented delivery of HR services in consultation with the Coordinator and other HR Officers in the HR Service Centre;
- Organize the workflow in the unit to ensure timely processing of all request for contracts, entitlements and benefits;
- Promote consistency and best practices in the interpretation and administration of staff entitlements and conditions of service contained the Staff Regulations and Rules, WHO Manual and HR e-guide;
- Provide expert advice to staff members on their entitlements and conditions of service;
- Identify contraventions of the established rules and policies, the potential for appeals and the implications of alternative courses of action;
- Formulate recommendations for exceptions to existing rules and policy based on on-going cases;
- Liaise with other units and services to respond to queries from staff;
- Provide statistics and reports on the team's activities as required;
- Participate in working groups and special projects on HR issues and system as required;
- Perform other duties as required.
REQUIRED QUALIFICATIONS
Education:
Essential:
- University Degree in Human Resource Management, Public or Business Administration, or related field.

Desirable:
- Advanced Degree an advantage.
Skills:
Essential:
- Proven knowledge of human resource management principles and practices in a multicultural environment, preferably including knowledge of WHO or UN entitlements and benefits;
- Good understanding of HR computerized information systems;
- Planning and organizational skills;
- Ability to analyse issues and to present information in a clear and logical manner, both orally and in writing;
- Excellent inter-personal and communication skills in a client-service context;
- Tact and discretion;
- Supervisory skills;
- Knowledge of standard office softwares;
- Knowledge of various personnel databases and asset.

Experience:
Essential:
- A minimum of 5 years of work experience in HR management, including providing advice and support.

Desirable:
- Experience on entitlements in the UN Common System;
- Supervisory experience;
- Field experience.
Languages:
Essential:
- Excellent knowledge of English both writen and spoken and excellent drafting skills.

Desirable:
- Knowledge of other official language an asset.

Annual salary: (Net of tax)
US$56,091/ per annum net of tax at single rate
US$60,091/ per annum net of tax with primary dependants
Post Adjustment: 45.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
