Eastern Caribbean Countries Representation (PWR-ECC)
The Eastern Caribbean Countries Representation (ECC) collaborates with its Member States and organizations to improve the health status of the people of ten countries and territories of the Eastern Caribbean, in working with Caribbean governments and other partners to sustain and advance national, regional and global health and development, and enhancing the delivery of technical cooperation.
Description of duties:
Under the direct supervision of the PAHO/WHO Representative (PWR), the incumbent is responsible for, but not necessarily limited to, the following:
a) Provide technical support and assist with planning, development and implementation of the country technical cooperation work plan which identifies and addresses relevant international (sub-regional, regional and global) health mandates;
b) Assist with the development and implementation of a system for coordination and monitoring of the Organization technical cooperation in health, as well as the Eastern Caribbean Countries cooperation with other development partners working in and with the country, including the identification of opportunities for joint collaboration;
c) Facilitate briefing on the Organization's framework to Ministry of Health middle management;
d) Conduct biennial work plan monitoring and mid-term reviews of its execution and priority adjustment in coordination with technical advisors and country representatives;
e) Participate as observer in the country fellowship committee to ensure compliance with the Organization's Fellowship Program requirements and encourage utilization of nationals upon the completion of their studies;
f) Develop and update country health situation analysis, including the country Health System Profile, in collaboration with nationals from the health and non-health sectors;
g) Coordinate in-country knowledge management process, including information dissemination and response to requests for national data to an from the Organization;
h) Identify needs and possible opportunities for, and assist in resource mobilization to address priorities in health, including, extra-budgetary and technical cooperation projects;
i) Liaise with national authorities in the health sector, as well as with other government institutions and the designated national country focal point to facilitate planning, implementation and evaluation of the Organization technical cooperation program, based on the country collaboration support and other framework, as agreed;
j) Prepare and review technical proposal requests with Ministry of Health counterparts; review technical /financial reports related to the implementation to the technical cooperation program before submission to the office of the Representative;
k) Collaborate in the preparation of the Representationīs Biennial Work Plan (BWP) and the execution of international cooperation, including the analysis of political, technical and socioeconomic realities;
l) Serve as the Area Security Coordinator in the assigned country, in co-ordination and under the guidance from the United Nations Regional Country Office;
m) Represent the PWR in country as delegated
n) Perform other related duties as assigned.
Essential: A university degree in any of the health related sciences, public policy or international health development from a recognized institution.
Desirable: A master's degree in a health-related or social science discipline would be an asset.

Continuously analyzes the evolution of situations in an area of work and makes suggestions to adjust or confirm the decisions necessary to implement required actions. Is capable of anticipating the implications of an analyzed situation between six months to one year ahead.
--Performance Management - (L03): Displays self-initiative toward measurable improvement. Contributes to the development and implementation of realistic and achievable work plans. Evaluates development in terms of the completed objectives. Is capable of achieving objectives and goals in a constant and systematic way. Discusses suggestions for improvement. --Resource Mobilization - (L03): Establishes partnerships and alliances with a variety of institutions and organizations as well as internal partnerships to obtain financial and non-financial resources. Executes resources according to the agreements previously established with partnerships.
--Accountability - (L03): Identifies, in conjunction with management, specific activities, processes jobs that require defined accountability, linking them to accountability strategies and objectives. Revises periodically progress made in the established work plan with his/her supervisor. Constantly reaches their objectives.

Technical Expertise
--In-depth knowledge and skills in the area of organization, planning, management and provision of health care services at the country level.
--Knowledge and skills in the formulation of technical cooperation interventions and in the development of criteria for evaluating program interventions.
--Ability to prepare clear, concise and complete analysis, proposals, reports, and other written materials; maintain accurate records and meeting critical deadlines; research and analyze complex problems, evaluating varied information and data, either statistical or narrative form, and exercise sound judgment within establish guidelines.
--Ability to manage multiple issues and tasks in a complex organization environment to re-prioritize actions on short notice.
--Ability to analyze technical and political information and synthesize inputs from multiple sources.
--Ability to integrate managerial and administrative inputs into recommendations for decision-making.
--Strong professional oral and writing skills including the development or reports, oral presentations, and technical/persuasive documents for consideration at the highest level of the Organization.

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset
Essential: Seven years of national experience in a senior management position with increasing responsibility for design, review, implementation and/or evaluation of health development and cooperation projects and familiarity with international cooperation mechanisms at the national level.
Desirable: Experience in multi-country project management and implementation would be an asset.
Very good knowledge of English. Knowledge of Spanish would be an asset.
