Business Solution Services (BSS)
Within the World Health Organization's (WHO) General Management Cluster (GMG), the ITT department provides high quality and cost effective Information and Communications Technology (ICT) services which assist WHO in achieving its mission of health for all.

The objective of the Business Solution Services (BSS) unit is to provide a highly customer focused, cost effective partnership with its end users in order to better assist in the management of WHO's application and data needs (present and future).
Description of duties:
Reporting to the BSS Delivery Manager, and as a member of the BSS team, the incumbent is a software engineer who works individually or within a team, configuring, enhancing, supporting and maintaining specialized off-the-shelf products. He/she also contributes to the software development projects by providing technical expertise and develops application architectures and enforces development frameworks. The incumbent will be required to work with other IT professionals.

- Provide technical assistance and advice on complex activities;
- Formulate specifications, develop/modify/maintain complex systems and subsystems;
- Monitor system performance to ensure adequate resources (hardware, software and communications) are available to meet user requirements;
- Evaluate, tune, and load balance new and existing system software recommending changes to improve efficiency and/or functionality;
- Review task proposal requirements, gather information, analyze data, prepare project synopses, compare alternatives, prepare specifications, resolve processing problems, coordinate work with engineers, and orient users to new systems;
- Prepare recommendations for system improvement for management and user consideration;
- Maintain effective communication with the Global Service Desk to resolve user issues and improve processes;
- Monitor support response times and perform root cause analysis to identify deficiencies;
- Assure the quality of developed components and adherence to common standards and framework;
- Create test plans and perform testing;
- Provide and maintain technical documentation;
- Perform other duties as required.
- University Degree in Computer Science, Engineering, Information Management, or related discipline.

Desirable certifications:
- A Microsoft certification of MCP or MCTS.
- ITIL certification.
- PRINCE2 or another Project Management certification.

- Proven developer knowledge in Open Source Technologies (including Drupal and LAMP stack);
- Solid knowledge of LAMP (Linux, Apache, MySQL, PHP);
- Knowledge of standard web technologies: Javascript, HTML, XHTML, XML, CSS;
- Solid knowledge in all aspects of creating a Drupal or other FOSS application features, including installation, administration, module development, module configuration, theming, and custom development;
- Committed to quality and good customer orientation, good interpersonal skills, a willingness to help others;
- Solid knowledge of software and user support, as well as Web application support;
- Excellent communication skills in a Customer Service Environment.

- Knowledge of JSP and D-Space;
- Knowledge of Data Base Management Systems and SQL programming tools such as Transact SQL, SSIS.

At least 2 years of work-relevant experience on:
- LAMP (MySQL, PHP, Linux, Apache).
- Drupal framework and architecture.
- Features, Views, Context modules and GIT.

- Experience in JSP.
- Experience in D-Space.
- Experience in end user support and customer relationship management.
- Experience in IT service delivery and IT service level management.
- Excellent knowledge of English both written and spoken.

- Working knowledge of French an advantage.

Annual salary: (Net of tax)
MYR 100,600 per annum exempt of tax at single rate
