OBJECTIVES OF THE PROGRAMME :
The Health Services Development Unit works closely with countries to develop and monitor implementation of health policies, strategies, and plans that are robust, coherent, comprehensive and realistic, with strong links between national and operational levels. The unit supports integrated approaches to service delivery and referral for optimal use of shared system resources by all programmes to accelerate progress towards universal coverage of safe and quality health services.
Description of duties:
Under the guidance and supervision of the WHO Representative in Viet Nam, the Health Systems Development (HSD) Team Leader will:

1. Work with the senior officials in Viet Nam (in the health sector as well as liaising strongly with other sectors) and take the lead role within WHO on technical issues related to strengthening integrated service delivery at multiple levels and with the multiple actors of the health care system in Viet Nam, including but not limited to:
a. Health policy development and health planning in the context of the Vietnamese health system;
b. Health services delivery and management at the multiple levels, focusing on a people-centric service delivery approach with a strong (double) referral system;
c. Human resources for health planning, development and management;
d. Public health law and regulation needs in the healthcare landscape;
e. Quality Assurance initiatives;
f. Health financing modalities in order to achieve universal coverage;
g. National budgeting and financial management processes;
h. Studies and recommendations on allocation and generation of financial resources and the use of cost-effectiveness criteria;
i. Health Information System, promoting intersectoral coordination of data gathering (including for civil registration purposes);
j. Pharmaceuticals, medical equipment and application of appropriate health technologies;
k. Donor and health sector coordination including sector wide processes in health; and
l. Private-public partnerships in health, particularly strengthening the capacity of the government to play an effective stewardship role in such relationships.

2. Provide technical support and advice to other WHO staff members and programmes on issues related to HSD, particularly those related to embedding both non-communicable and communicable disease control within health systems at both central and peripheral levels.

3. Oversee, manage and coordinate the WHO technical inputs into HSD that are not provided directly by the staff member, including coordination of technical assistance within the HSD team, with the EU Senior Health Policy Advisor as well as across teams in the WHO Country Office.

4. Coordinate and facilitate collection of evidence-based knowledge on integrated service delivery and HSD in the country, through collaboration with networks and other partners, such as universities and research institutes.

5. Establish effective collaboration with WHO and Vietnamese priority programmes through joint planning and missions with a special focus on the development and implementation of health system strengthening work.

6. Coordinate with and report to WHO's regional and global structures that support integrated service delivery and HSD initiatives.

7. Coordinate and provide technical inputs to Viet Nam, other agencies, and other WHO and Global Health Initiative programmes in developing proposals for funding in the areas of health systems strengthening and related areas as required.

8. Negotiate agreed positions on health systems issues with other UN agencies, donor agencies, and other multilateral agencies and/or initiatives in the region while at the same time pursuing the One UN agenda 2012-2016

9. If and when requested provide a (co) coordination and or facilitation role in the Health Partnership Group, alongside the Government of Viet Nam.

10. Coordinate and provide technical inputs on HSD into the development of the Country Cooperating Strategy and follow-up its implementation; Identification of progress and bottlenecks, and facilitation to reset priorities accordingly.

11. Follow up on emerging issues in allocated Strategic Objectives, and participate in the Senior Management Group chaired by the WHO Representative.

12. Undertake other related duties as assigned from time to time.

Expected specific outputs/outcomes:
1. Government supported to develop evidence-based policy options and systems that strengthen health sector governance, financing, organization, management, human resource capacity, equitable access to and quality of services, and the information and evidence base, as well as
2. Government supported through technical capacity building and identification of other relevant technical assistance to ensure integrated service delivery (from primary to tertiary levels) as related to public health and disease control programmes, in order to achieve universal coverage
3. Sectoral partnership capacities strengthened for comprehensive planning, analysis and effective policy dialogue through support to the country planning process, support for sector reform and other means of sector-wide coordination.
4. Health system team effectively managed that collaborates with, consults and advises development partners and other WHO technical teams;
5. The WHO Representative supported to (i) develop and maintain effective relationships with relevant partners/stakeholders and other UN agencies, and (ii) take a leadership role in coordination of partners and the UN, as appropriate.
REQUIRED QUALIFICATIONS
Education:
Post-graduate degree in Public Health, Health Sciences or Social Science with specialization in Health System development and/or organization of health services is essential. Extensive knowledge in the areas of equity, poverty and health is desirable. Good knowledge of human resource development/management and health security/safety net development is an asset.
Skills:
o Knowledge of health systems development and management in low- or middle income countries.
o Knowledge of national health policies, strategies and plans and health sector coordination mechanisms and partnerships.
o Programme development, planning, implementation, monitoring and evaluation.
o Capacity to plan and conduct operational activities with political and technical elements.
o Proficient in standard MS Office software applications. Presentation skills.
o Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct.
o Ability to demonstrate gender equity and cultural appropriateness in the delivery of services to Member States.

Experience:
Minimum 10 year experience in policy development, planning, management or development of health systems dealing with public health issues, including at least 5 years at national or international level, and at least 5 years experience in low- or middle income countries is essential. Proven ability to interact effectively at the political level with multiple high level stakeholders is required.

Experience in the implementation of integrated health systems, health systems development, and in particular health governance, health policy development (including policy analysis and legislative processes), and strategic management is desirable. Evidence of experience in providing expert advice to governments on at least two of the following areas is an asset: development of human resources for health, sectoral organization and management, health care financing, health information, enforcement of health legislation, and systems for improving service delivery.
Languages:
Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.
Annual salary: (Net of tax)
USD80 734 at single rate
USD86 904 with primary dependants
Post Adjustment: 34.7 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
