Objectives of the Program:
To deliver WHO core functions at country level with a particular focus on the Organization's directing and coordinating role for international health as expressed in the Constitution. In this framework, the specific activities include:
-Support the formulation, implementation and evaluation of national health policies, strategies and plans.
-Develop and manage, at the country level, the Organization's technical cooperation programs and coordination of the Organization's activities with those of other bodies and with the Government's National Health Programs.

Purpose of the Post:
To provide technical support mainly to EHA and CIDA funded project and back-stopping other programs at Juba Office on project planning, budgeting, resource mobilization and reporting. Facilitate training activities on finance monitoring, workplan creation and donor reporting to existing WHO systems.
Description of duties:
Organizational Context ;
Under the supervision of the Administrative Officer (AO) and the overall guidance of the Head of Office, the Program Officer supports EHA team and other program managers (if needed) in strategic and operational planning, programming, budgeting, resource coordination and resource mobilization and reporting.

Summary of Assigned Duties :
Under the supervision of the Administrative Officer and the overall guidance of the Head of Office, the incumbent will work in close collaboration with all technical officers to support the activities as detailed below:

In the area of Project Management:
-Monitor the implementation progress of all country office funds on a regular basis and agree on any required actions.
-Advise and assist program team Leaders in WHO Juba on JPRM planning, budgeting and monitoring of the JPRM Work Plans.
-Coordinate the data entry of project related information and analyze the status of financial implementation through available information system.
-Track projects using the financial information contained in project proposals and continuously collect relevant information on project implementation.
-Assist the respective technical officers in donor reports and donor proposals and liase with the relevant focal persons in EMRO and in HAC for the final submission to donors.
-Work closely with the AO and other program managers on the HR planning and budgeting.
-Facilitate training activities on finance monitoring, workplan creation and donor reporting as per existing WHO systems (GSM).
-He/She will work as focal point to:
-Ensure optimum utilization of available resources.
-Identify gaps in resources and tracking work plan progress against agreed activities/expected outcomes.
-Monitor the resource mobilization (donor agreement, allotment information, reporting requirement etc.) throughout the implementation and reporting cycle.
Achievement Activities Include: Coordinate work plans, evaluate project progress, assist to prepare project materials & reports, coordinate with program staff on project priorities and activities, and ensure general efficacy and timeliness of program work activities.
Essential: University degree in Business Administration, or Social Sciences or related field.
Desirable: Masters degree in Business Administration.

Functional Skills and Knowledge :
Ability to work with minimum supervision under own initiative; tact and ability to work harmoniously with people of different technical and cultural backgrounds; demonstrated problem-solving skills ability to conceptualize issues, think in abstract terms, and analyze numerical data; strong oral and written communication skills.

Other Skills (e.g. IT):
Familiarity with MS Office environment is a must.
Essential: Minimum five years of combined national and international professional experience in project management in the fields of public health and/or international development.

Desirable: Experience in Finance Administration or program areas in NGOs or UN agencies, preferably in under developed/ post-conflict countries.

Excellent knowledge of English. Familiarity with Arabic is an asset

In view of the current situation, South Sudan has been declared a a non-family duty station; i.e. dependents
are not allowed to visit or reside with the staff member at the duty station. The salary, post adjustment,
benefits and allowances will be determined as applicable at the time of recruitment.
Annual salary: (Net of tax)
US$67483.00 at single rate
US$72467.00 with primary dependants
Post Adjustment: 38.6% % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
