OBJECTIVES OF THE PROGRAMME :
The objective of the programme is to promote technical cooperation, stimulate interest and coordinate support towards health development, based on global and regional strategies and WHO guidelines. The objective of the unit is to provide advice on programme and managerial problems encountered in project execution, and administrative support involved in day-to-day running of the WHO office.
Description of duties:
1) Assesses project proposals, analyzing viability of design including resource considerations and alignment with WHO country programme objectives
2) Acquires information and perspectives from government officials and institutional counterparts on operational matters creating relationships of trust and understanding that underpin effective coordination and collaboration.
3) Assists programme delivery excellence by delivering timely administrative support, advice and assistance to programme and administrative teams and colleagues on financial, human resource and infrastructure regulations and procedures;
4) Achievement activities include: Provides monitoring and evaluation (M&E) support to the WHO Representative (WR), drafts project documents and biannual budgetary estimates, provides authoritative advice to project staff on financial, human resources and logistical rules and regulations, performs administrative tasks supporting hiring of short-term and support staff, training of local staff, and coordinates with national authorities on staff related administrative matters;
5) Any other responsibilities and tasks assigned by the WR.
REQUIRED QUALIFICATIONS
Education:
University degree in public or business administration or a related field, or equivalent in training and self-study (as per definition of the International Civil Service Commission (ICSC) Master Standard for Classification of Professional Posts Glossary) is essential. Qualifications in management or health services administration is desirable.
Skills:
Sound knowledge of technical programmes management and administration, administrative skills. Specialized knowledge of WHO administrative and financial rules, procedures and practices an asset. Knowledge of standard office software applications and/or training in Oracle-based or other ERP systems. Work requires the use of word processing or other software packages and standard office equipment, spreadsheet, and e-mail. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

Experience:
At least two years experience at international level in programme management and administration
Languages:
Excellent knowledge of written and spoken English

USD46 730 at single rate
USD49 821 with primary dependants
Post Adjustment: 65.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
