OBJECTIVES OF THE PROGRAMME :
PANAFTOSA/Veterinary Public Health Program is promotes, coordinates, and implements technical cooperation activities to reduce social and economic burden of zoonotic and food-borne diseases, and animal diseases with high consequences to food security and nutrition (e.g. Foot and Mouth Disease), focusing on disease surveillance, prevention and control, in ways that are technically sound and appropriate for the culture and society and strive to achieve sustainable impact through strengthened country capacity and effective inter-country collaboration; and to strengthen the coverage and quality of the health and vital statistics in the Region as well as the national capacity to monitor their health situation.
Description of duties:
Under the general guidance of the Center Director, Pan American Foot-and-Mouth Disease Center (PANAFTOSA), and the direct supervision of the Advisor, Veterinary Epidemiology and Information Systems, the incumbent is responsible for, but not necessary limited to, the following duties:

a) Provide technical support and collaborate with national and international institutions in the development of research, technical cooperation and training programs related to the design and analysis of epidemiological/statistical studies and information surveillance systems;
b) Develop methodologies and provide advice in the planning, implementation and evaluation of surveillance system, collaborating with the data bank analysts and programmers in the development of specific software for the support of the information and surveillance systems;
c) Develop new or improve statistical methods, including models for risk analysis, biological assay and epidemiological analysis;
d) Provide technical support for field projects in veterinary public health and epidemiological studies; assist and monitor statistical analysis;
e) Provide statistical advice for the design and analysis of observational and experimental studies;
f) Develop and conduct training programs for capacity building of human resources in the area of epidemiology and statistics in the countries of the Region;
g) Develop and implement quality control and data management procedures in support to the veterinary public health activities;
h) Participate to professional team projects and collaborate with researcher and epidemiologists on the development and implementation of information project for data analysis;
i) Participate in the design and review of research protocols with particular emphasis on statistical design, sample size calculations and power assessments;
j) Collaborate in the development of data collection instruments, database and standard operating procedural manuals; participate in the development of case record forms and epidemiological database design, ensuring that the data meets the requirements for analysis and reporting;
k) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: A university degree in a health-related science, statistics or related field from a recognized institution.
Desirable: Specialization in epidemiology, public health and/or statistics would be an asset.

Technical Expertise
- Technical expertise in the epidemiology of zoonotic diseases and the application of advanced statistics and epidemiological techniques to support statistical analysis, risk analysis, etc. for veterinary public health programs.
- Extensive and up-to-date knowledge in statistical analyses using computer applications, and the design, development and implementation of computer based information systems for the management, analysis and presentation of health statistical data. Up-to-date knowledge of health statistic methodologies, state of the art data processing techniques, data imputation methodologies and in-depth use of information systems and statistical software, such as SPSS, SAS, spreadsheets, R, Stata, ArcInfo, and any other related software, such as access, EpiInfo, EpiData.
- Demonstrated ability in the design of methods and strategies to produce, analyze data, use and share information with a variety of actors in different environments.
- Ability to analyze current surveillance systems and possess the capability to develop and plan innovative and appropriate solutions for their improvement.
- Ability to analyze trends to identify the risks and benefits of different options for data collection and validation.
- Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

IT Skills
Demonstrated ability in the use of computer programs for the applications of statistical methods applied to epidemiology and biological assays as well as information systems. Ability to effectively use and utilize software programs such as Microsoft Office Word, Excel, Power Point and Outlook. Other IT skill and knowledge of other software programs such as Visio, Microsoft SharePoint and project would be an asset.
Experience:
Essential: Seven years of combined national and international experience and demonstrated working competencies in surveillance of infectious diseases and health statistics, including management of large and complex databases, data analysis, quality and control, and implementation of computer-based information systems.
Desirable: Experience in the design, maintenance and development of databases in information surveillance systems would be an asset.
Languages:
Very good knowledge of Spanish or English, with a working knowledge of the other language. Knowledge of Portuguese and/or French would be an asset.

PAHO offers an attractive compensation package including an annual net salary (subject to mandatory deductions for pension contributions and health insurance), dependency benefits, pension plan, health insurance scheme, and 30 days annual leave. US$ 56,091.00 at single rate
US$ 60,091.00 with primary dependants
Post Adjustment: 87.8 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
