 Strengthen country information and knowledge systems In the framework of the African Health Observatory (AHO);
 Strengthen how the evidence base is organized to inform policies and strategies, and to monitor health progress, including the Millennium Development Goals (MDGs) and other internationally agreed-upon goals;
 Support Member States in building capacity to improve the availability, quality and use of health information and evidence;
 Support Member States to develop and strengthen evidence support for the management of health systems;
 Provide integrated support to Member States for health systems data generation, analysis, dissemination and use it to plan, monitor and evaluate the performance of national health systems;
 Support the strengthening of national capacities in knowledge acquisition, generation, sharing, dissemination and use, including web-related activities.
Description of duties:
The incumbent will:-provide technical expertise and coordination for:
1.National health information systems, observatories and research systems
2.Generating analytical evidence for national strategic planning and policy dialogue and development, including analytical profiles of the health system
3.Coordination of monitoring and evaluation of WHO technical programmes and technical reportage
4.The planning, monitoring and evaluation of WHO's ONE UN joint programmes as well as WHO's work with other health development partners
5.Act as focal point for AHO programmes in Rwanda and assist in development of a national observatory system.
6.Related specific tasks may include:
a.Strengthen country capacities to produce, disseminate and use health system management information for decision making at different levels of health systems, and for evaluating performance;
b.Strengthen country capacities for conducting health systems research;;
c.Strengthen country capacities and contribute to analyse and use census, demography and health survey data for better planning, monitoring and evaluation of health services and interventions;
d.Contribute to the monitoring, evaluation and strengthening of national vital registration systems of births and cause of deaths;

Essential: Postgraduate degree in public health or epidemiology; or advanced university degree in demography or statistics.

Desirable: Training in health information systems, observatory development, and/or in health systems and policy research.

Demonstrate excellent skills in health systems assessments, health statistics and data analysis of strategic health interventions and services;; research design and implementation; development of national health information systems policies and strategic planning; health facility surveys; demography; epidemiology; planning, monitoring and evaluation; research design. An ability to work with people of various cultural backgrounds and to provide technical leadership, organization, programme management and performance evaluation. A capacity to think holistically, to see the bigger picture - not just managing the data and other evidence, but understanding how it all fits together.
7 years of experience at national and/or international level of progressively responsible experience in national health information system development, preferably in Africa.

Demonstrable analytical skills experience in previous work; experience in applied statistics, epidemiology, demography and observatory and integrated database development Working experience with WHO or other UN agencies.
Excellent knowledge of English with a good working knowledge of French.
Annual salary: (Net of tax)
US$ 67,483 at single rate
US$ 72,467 with primary dependants
Post Adjustment: 52.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
