To provide assistance to Supply Unit in all matters pertaining to the procurement and delivery of supplies and equipment for assigned countries in the Region.
Description of duties:
Under the general supervision of the National Professional Officer/SUP and SAO, the incumbent performs the following functions:

A. Provides assistance in the procurement and delivery of supplies and equipment for assigned countries in the Region by performing the following functions:

1.) Reviews requisitions for clarity, adequacy and completeness of specifications and obtains additional information considered necessary to ensure compliance with policy.

2.) Negotiates with suppliers price quotations, and reviews prices/quotations for compliance with technical specifications, evaluate and compare quotes based on best quality, cheapest price and lead-time for delivery.

3.) Processes Purchase Requisitions and Purchase Orders completing the simplified administrative procedures and instructions received, follows up on responses and deadlines.

4.) Checks deliveries and invoices against purchase orders for accuracy and ensures correct receipt of goods and deliverables. Secure collection of Transfer Certificates for hand over of equipment of Member States.

B. Provides logistic support to the countries being impacted by declared emergencies.

1.) Provides direct suport in sourcing the goods, search for costing, preparation of requisition organization of shipment and follow up of deliveries.

2.) Participates in task force meeting in order to assess the needs, follow up implemendation and provide answer to countries concern in matter of supplies.

3.) Searches for data and obtains procurement history on similar items for the specialized buyer in their relevant field of competency.

4.) Provides daily consolidated updates on situation of the require goods requisitions and report to the supervisor and the country office emergency response manager.

5.) Reinforces country offices during the first phase of emergency response in providing direct logistical support; managing local purchase through petty cash advance and contracting local transporters.

C. Conducts researches and market analysis for emergency related goods/supplies and keeps appraised of development in technology regarding various types of equipment and potential uses.

D. Performs other related duties as and may be required.

Equivalent to graduation from secondary school with training in procurement or purchasing methods.
Thorough knowledge of procurement and logistics in the field and experience in emergency response operation at country level. Negotiation skills in dealing with suppliers. Ability to acquire quickly knowledge of WHO Supplies Procurement procedures and management system. Ability to use the compute and adapt to various software applications. Ability to work harmoniously as a menber of a team, adapt to diverse cultural and educational backgrounds and maintain high standards of personal conduct.
Five years of experience in supply chain management at operational positions with procurement experience. Working experience in NGO is considered an advantage.
Excellent knowledge in written and spoken English.
