The Health Services Development Unit works closely with countries to develop and monitor implementation of health policies, strategies, and plans that are robust, coherent, comprehensive and realistic, with strong links between national and operational levels. The unit supports integrated approaches to service delivery and referral for optimal use of shared system resources by all programmes to accelerate progress towards universal coverage of safe and quality health services.
Description of duties:
Specific roles to be undertaken within this job:
o Provide technical support to Member States and partners in health sector analysis, coordination and development of policies, strategies and plans with an emphasis on the development of integrated service delivery and health systems support streamlined with disease control programmes;
o Provide technical support to Member States and the region in designing, implementing, monitoring and evaluating health system strengthening interventions that can be funded through Global Health Initiatives (GHIs);
o Facilitate collaboration, exchange of information and best practices among Member States concerning assessment of national health sector and strategic disease plans;
o Coordinate and facilitate collection of evidence-based knowledge on integrated service delivery, Health Systems Strengthening (HSS), GHIs and diseases programmes in the region, through collaboration with networks and other partners, such as universities and research institutes;
o Establish effective collaboration with priority programmes through joint planning and missions with a special focus on the development and implementation of health system strengthening work streams funded by Global Alliance for Vaccine and Immunization (GAVI) and other GHIs;
o Coordinate with and report to WHO's regional and global structures that support integrated service delivery, HSS initiatives and GHIs;
o Perform any other relevant duties assigned from time to time by the supervisor.

Expected specific outputs/outcomes:
o Strengthening of health systems and integrated service delivery (from primary to tertiary levels) as related to public health and disease control programmes, with some particular responsibility for coordination with Global Alliance for Vaccine and Immunization (GAVI ) and other Global Health Initiatives (GHIs) supported HSS initiatives including the Health Systems Joint Platform (HSFP)
o Strengthening capacity for comprehensive planning and effective policy dialogue through support to the country planning process, JANS (joint assessment of national strategies), support for sector reform and other means of sector-wide coordination
o Strengthening of the management of integrated service delivery through technical capacity building and identification of other relevant technical assistance
Advanced degree in a health or health-related field such as health or public policy, health planning and management.
o Knowledge of health systems in limited resource environments and HSS initiatives supported by GAVI and other GHIs
o Knowledge of national health policies, strategies and plans, JANS, International Health Partnership and related initiatives (IHP+) and other health sector coordination mechanisms and partnerships
o Programme development, planning, implementation, monitoring and evaluation.
 Knowledge of the specific or technical area of public health;
 Ability to develop plans and proposals;
 Proficient in standard MS Office software applications. Presentation skills.
 Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct;
 Ability to demonstrate gender equity and cultural appropriateness in the delivery of services to Member States.

Seven years of experience working in health with a minimum of 3 years international experience in the field of health services, planning and management, experience working with the global health initiatives and other partner agencies is essential. Experience in the implementation of integrated health systems and/or GAVI programmes initiatives is desirable.
Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.

Annual salary: (Net of tax)
USD67 483 at single rate
USD72 467 with primary dependants
Post Adjustment: 55.8 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
