Description of duties:
Under the direction and supervision of the ICT Assistant (Infrastructure Services), the incumbent will perform the following duties:

1. Ensure reliable operation and optimal performance of ICT Platform at the Regional Office, Country offices and Field offices:
 Contribute to the planning, design, implementation, integration and ongoing management of ICT infrastructure hosting facilities to host WHO applications in line with WHO ICT standards
 Assist in creating and maintaining architecture and life-cycle plans for platform systems, and infrastructure including server, storage, backup and recovery
 Assist in security and risk assessment, security assurance (compliance/validation) and security monitoring for SEARO ICT infrastructure to protect the integrity, confidentiality and availability of information
 Ensure the optimum performance, scalability and usability of platforms, web and messaging applications and hosting environment for other applications
 Provide installation and trouble shooting support to Country offices related to ICT platform services;
 Contribute to the implementation and management of effective storage and high availability solutions for servers
 Install and configure management and monitoring systems for ICT Platform in SEA offices line with WHO global IT systems and standards and perform regular monitoring of systems components and performance
 Assist in formulation and implementation of ICT Disaster Recovery plans for Regional office, Country offices and field offices
2. Ensure efficient Service Delivery and robust Configuration Management:
 Contribute in implementation and ongoing compliance to Information Technology Infrastructure Library (ITIL) standards for efficient service delivery
 Maintain checklists, procedures and processes for effective ICT infrastructure support and service delivery
 Act as technical interface and escalation point for ICT Helpdesk and provide second and third-level support and recommend corrective actions
 Contribute in development, implementation and effective maintenance of a sound and comprehensive Configuration Management Database (CMDB) for SEARO ICT infrastructure
 Maintain system and environment configuration documentation for Data Centre
 Contribute to the management of Data Centre and associated ICT facilities in order to render high up time of ICT infrastructure and technical liaison with external vendors and service providers for timely rectification of any related problems
 Contribute in planning, designing, monitoring and management of systems and take actions to ensure systems availability, security and integrity; contribute to development and reporting of key performance indicators
 Contribute to the development and negotiations of contracts with third parties with respect to platform services
3. Maintain the security and integrity of SEAR's IT platforms and hosting environment and ensure its compliance with WHO IT Security Policy and Standards:
 Contribute to the formulation of ICT policies and Disaster Recovery plans and ensure implementation and compliance with these policies in all aspects of IT platforms at Regional office, Country offices and field offices
 Implement systems hardening and security measures in accordance with industry best practices and WHO IT standards and guidelines
 Install and maintain centralized Anti-Virus system on all SEA Regional and Country Office servers, ensure timely updates of the system rendering high level protection against virus and malware threats
 Deploy security patches and necessary updates on all servers installed in SEARO and country offices; Regularly monitor completion of all daily backups in SEARO and in liaison with Country office ICT staff
 Regularly monitor and review security related events on servers and hosting environment and take necessary measures to prevent compromise of systems.
4. Provide technology assessment support for IT platform related services:
 Contribute to discussions, technology evaluation and testing of Global IT services and standards in the in IT platforms area and ensure SEA region requirements are addressed;
 Assist supervisor in recommending technically feasible, sustainable and most cost-effective solution to WCOs and to Member States to meet their ICT infrastructure requirements;
 Assist in planning, designing and architecture, and budget preparations for ICT infrastructure projects.
5. Provide secondary support and serve as a backup for other team members in the ICT Infrastructure Services team, carry out any other duties relevant to the job, as required by the supervisor.
REQUIRED QUALIFICATIONS
Education:
1. Secondary School education supplemented by relevant courses in Information Technology. Certification required for Microsoft Certified System Engineer (MCSE), Information Technology Infrastructure Library (ITIL)
2. Proficiency in Windows operating systems environment, MS Exchange , MS Proxy server and Microsoft Internet Information Server, Management of routers
Skills:
Functional knowledge & skills:
1. Extensive knowledge and experience of implementation of IT platform services in large ICT environments involving multi-location operations
2. Extensive experience in designing, planning and implantation of server farms, web hosting services, data centre administration, windows network operating systems
3. Sound knowledge of ICT management good practices and industry trends particularly those pertaining to ICT platform services and information security management
4. Thorough in-depth knowledge of multi-platform systems and web hosting.
5. Strong understanding of TCP/IP internet working and related services
6. Strong knowledge of systems management, performance tuning and monitoring tools
7. Good knowledge of Information Technology Infrastructure Library (ITIL) framework
8. Strong team oriented interpersonal skills and sound analytical and problem solving skills
9. Ability to meet deadlines and produce results, cope with constant work pressure, adapt to change in technology and move forward in a changing environment
10. Communicating in a credible and effective way, good presentation skills and ability to produce documentation and reports

Experience:
At least six years of progressively responsible experience in the field of IT platforms, IT systems security, Windows Servers and MS Exchange implementation and management. Experience in implementing ITIL based service delivery, developing and implementing IT policies, threat and risk assessment.
Languages:
Good knowledge of written and spoken English.
Additional Information:
1. The Vacancy is subject to local recruitment and will be filled by an Indian national residing in the local commuting area.

2. The short-listed candidates will be required to qualify the mandatory entry-level tests (i.e. English Language and Computer Skills).
For English Language test, certificate of examination titled 'BULATS' from the University of Cambridge obtained through the British Council Division of the British High Commission, New Delhi, is considered a pre-requisite by WHO. Interested candidates will have to undertake this test at their own expense. The Computer Skills Test (conducted in-house by WHO) is based on practical knowledge of MS Word, Excel, Powerpoint, Windows XP and Outlook.
Candidates who qualify both the tests will be considered eligible for position related test and interview.
