The ITT department's main objective is to provide high quality and cost effective Information and Communications Technology (ICT) services which assist WHO in achieving its mission of health for all. The objective of the ITO team is to provide corporate support and consistent shared service to the ICT function across WHO including governance and coordination of global ICT initiatives, project planning, service management, finance and administration.
Description of duties:
Under the supervision of the Project Management Officer (PMO), the incumbent will assist in coordinating the work of ICT Project Management Office and will provide assistance in getting visibility on the portfolio of ICT programmes, projects, services and finances. He/she will also be assisting the PMO in defining the direction of governance, programme management, and finance management within ITT. The incumbent will have significant responsibility by assisting in the coordination the work with regard to global initiatives across teams, the alignment of milestones, the monitoring of high-level progress and costs, and escalating issues to the PMO and/or Director ITT in a timely manner. For projects under his/her direct responsibility, the incumbent will perform detailed project planning, resource scheduling, progress monitoring, issue resolution and risk management. Additionally, the incumbent will advise Project Management Officer on future direction, process improvements, communication development and capacity building. He/She plays a key role in the IT Governance process through the development and implementation of frameworks, procedures, and review mechanisms. The incumbent is expected to work with the Project Officer in the Global Service Center (GSC) in Kuala Lumpur, other ICT Professionals in HQ and Regional Offices to ensure a global and coordinated approach to project management and implementation of products and services. The incumbent will also act as a support resource for the work performed by other ICT managers and/or teams.

Assigned Duties:
- Develop new and improve on existing policies, processes, and tools (in areas of governance, projects and finance) to implement a consistent shared service to the department and regions, to reduce delays in the delivery of outputs, and to ensure higher satisfaction of engaged parties.
- Develop relevant ICT policies, processes, and standard operating procedures ensuring appropriate consultation and collaboration with ICT teams. Ensure that these documents are reviewed at the local and global level by ICT HQ and regional teams, and WHO legal bodies.
- Provide assistance to the Project Management Officer in preparing financial statements, monitoring financial standing, and working with the Billing and Account Officer to manage operating cash flows and cost recovery effectively.
- Provide professional solutions or consulting services to other ICT project managers, both in HQ and Regional Offices, in the areas of planning, estimation, execution, and monitoring of projects.
- In collaboration with (a) project manager(s), assist in drafting project plans (with milestones, dependencies and resources), assist with project budget monitoring, and develop dashboards ensuring that detailed information are kept up-to-date at a regular frequency.
- Participate in project kick-offs and progress review meetings.
- Provide ad hoc support to the project team.
- On projects under his/her own responsibility, lead the project implementation on time, adhering to budgets while respecting quality delivery.
- Responsible for ensuring alignment with business needs and providing appropriate solutions.
- Provide secretariat services to HQ local business owners committee and Global ICT Governance Committee by collecting relevant and required information from project team.

- Provide management support to Project Management Officer in the areas of vision setting, strategy, operations, governance, and change management.
- Work effectively with PMO members (physical or virtual members such as PMOs in the regions) to lay down a roadmap, identify new and pragmatic ways of managing projects, reduce duplication, implement appropriate processes and tools, consolidate project findings and report on the results of initiatives.
- Additionally, provide recommendations for PMO improvements.
- Work closely with the Project Officer in GSC to develop communication strategies at the project, departmental, and IT organizational level.
- Develop and promote the use of methodologies, standards, and templates across the department and in the regional ICT teams.
- Ensure that project managers adhere to agreed processes, quality, standards, and reporting requirements.
- Perform other duties as assigned by supervisor.
First level university degree in Business Administration, Finance, Information Management, Project Management, Computer Science, Engineering, Communication, or related discipline. *For WHO staff please see e-manual III.4.1, para 220.

Foundation certification in the areas of project and or service management (e.g. PMP, Prince2, ITIL, etc.) Training in Software Development Life Cycles or in any application development methodology. Training in COBIT Framework (4.1 or above)
Ability to promote PMO methodology, processes, and standards across the Organization. Demonstrable expertise, or qualification, in general, financial, and project management. Proven leadership skills, decision making, promote ICT initiatives, and introduce new ways of working. Capable of maintaining a high degree of effectiveness in a multi-tasking role, managing priorities, and working to challenging timescales. Demonstrable ability to effectively monitor and evaluate work programmes and resources. Ability to plan and coordinate work of different parties (ITT service providers, internal resources or external vendors) in order to achieve integrated results. Ability to identify issues and risks, escalating these to the PMO or the Project Manager in a timely and effective manner. Careful attention to detail coupled with the ability to continuously monitor progress of plans, actions and other initiatives. Ability to manage deliverables and resources in a climate of change. Ability to effectively collaborate with teams in an international, multi-cultural, multi-disciplinary environment; separated by geographical locations and working under different time-zones. Ability to influence, motivate other people and adapt leadership style to a variety of situations. Ability to independently perform research and apply information from a broad range of sources. Very good interpersonal skills with the ability to think and act quickly, sometimes under pressure and yet remain effective. Excellent communication (both oral and written), problem solving and analytical skills. Strong organizational, management, and consultancy skills. IT Skills: Essential: MS Office Suite (Word, Excel, Outlook, Powerpoint,Visio, etc). MS Sharepoint, Datacol, MS Project or similar, Mindmap Desirable: Develop database systems like MS Access for easy tracking.

At least 5 years of professional experience in project planning, project management and project delivery in the areas of application or infrastructure development; in of which two should be at the international level. At least two years of professional experience in financial management (accounting, cost recovery, monitoring and reporting) of a small or medium-scale business unit. At least two years of professional experience in writing business plans, technical documents, briefing documents, presentations, and communication (internal and external). At least one year experience in supporting ICT governance; providing secretariat functions, writing policies and developing mechanisms to facilitate the governance process. Experience managing medium to large scale cross-functional projects in a matrix environment. Experience in implementing tracking systems, reporting mechanisms and improvement initiatives. Experience in supporting a Project Management Office.

Experience in writing strategic plans and ICT policies. Experience with change management, quality assurance, and end user support. Experience with UN or other international or multinational organizations. Experience with professional business services such as consulting.
Excellent knowledge of English required. Basic knowledge of French would be an asset.

Annual salary: (Net of tax)
USD 56091 at single rate
USD 60091 with primary dependants
Post Adjustment: plus 94.2 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
