OBJECTIVES OF THE PROGRAMME :
The objective of the Veterinary Public Health program is to promote, coordinate, and implement technical cooperation activities to reduce health, social and economical burden of communicable and non communicable diseases, focusing in the surveillance, prevention and control, in ways that are technically sound and appropriate for the culture and society and strives to achieve sustainable impact through strengthened country capacity and effective inter-country collaboration; and to strengthen the coverage and quality of the health and vital statistics in the Region as the national capacity to monitor their health situation.
Description of duties:
Under the technical guidance of the Director, Pan American Foot-and-Mouth Disease Center (PANAFTOSA), and the direct supervision of the Advisor, Laboratory Network Management, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:
a) Provide technical support in laboratory management, including viral diagnosis and vaccine quality control; supervise the work of the Reference Laboratory staff; enforce all biological safety laboratory regulations and work procedures; identify issues and propose solutions;
b) Perform established molecular biology procedures; support the incorporation of new techniques of molecular biology to support the introduction of cutting-edge methodologies for food-and-mouth disease eradication programs; implement laboratory procedures for molecular epidemiological studies, development of diagnostic methodologies, studies of viral evolution;
c) Collaborate on the design and implementation of projects aimed at developing and/or improving molecular biology services, quality management and equipment maintenance in diagnostic laboratories;
d) Provide technical support in the maintenance and updating of reference virus repository collection (cepario) and stocks of reference antisera;
e) Promote the accreditation of laboratories to achieve recognition and confidence of diagnostic results, including organization of proficiency testing programs for assessing comparability among laboratories, verifying its analytical performance, and evaluating diagnostic and vaccine quality control methodologies;
f) Collaborate in the development and implementation of innovative training programs, including distance learning to transfer technology, methods and techniques on biosafety, laboratory risk management, quality assurance, molecular diagnostic and molecular epidemiology; provide training for technical personnel in the specifics areas of competence;
g) Organize and prepare a variety of written outputs for internal and external use, such as drafting background papers, briefings, special presentations, laboratory results; arrange internal and external meetings, etc.;
h) Provide supervision, direction and guidance, establish clear work objectives, conduct timely and effective performance appraisals, collaborate in the training and feedback of technical and support personnel, and support staff development opportunities;
i) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: A university degree in veterinary medicine, biology or a related field from a recognized institution.
Desirable: Postgraduate study in virology and/or molecular biology and /or laboratory quality systems would be an asset.

Technical Expertise
- Technical knowledge of molecular biology/virology, laboratory quality control and biosafety, with particular emphasis in animal health or zoonoses.
- Knowledge and skills in activities related to the surveillance and application of laboratory techniques to viral diseases.
- Technical judgment and skill in the development and management of a laboratory and introduction of appropriate technology.
- Ability to manage and coordinate activities in a diagnostic virus laboratory, development of appropriate technology.
- Advocacy and negotiation skills in support of disease prevention and control and resource mobilization.
- Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs necessaries for sequence analyses and others such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset.
Experience:
Essential: Three years of professional experience in technical cooperation activities, including organizing and coordinating activities related to laboratory quality assurance, viral diagnosis and/or molecular biology services.
Languages:
Very good knowledge of Portuguese with a working knowledge of English. Knowledge of Spanish and/or French would be an asset.
